The Ministry of Forestry has named two Chinese nationals as suspects in an unauthorised gold mining (PETI) operation within the Sungai Ongkag Limited Production Forest (HPT) in Bolaang Mongondow Regency, North Sulawesi.

In a statement confirmed from Jakarta on Wednesday, the Head of the Forestry Law Enforcement Agency (Gakkum) for the Sulawesi Region, Ali Bahri, explained that CXY and XXL, both Chinese nationals, were named as suspects on Friday (28/8) after investigators uncovered their respective roles in the illegal mining operations within the forest area.

“Following the investigators’ handling, the case is being further developed to determine the role of each party. We will continue to strengthen cooperation with the Forest Management Unit (KPH) and relevant agencies to protect forest areas from illegal mining activities,” said Ali Bahngri.

He explained that investigation results show XXL acted as a field supervisor, while CXY is alleged to have coordinated the illegal mining operations. Investigators also obtained digital forensic expert testimony, which revealed a history of funds being received and distributed through accounts held in CXY’s name. These transactions were allegedly used for paying workers’ wages, renting equipment, and purchasing materials used in the gold processing process.

Ali stated that the case originated from a Forestry Security Operation conducted by the Forest Management Unit (KPH) Unit I of Bolaang Mongondow and North Bolaang Mongondow in the Sungai Ongkag HPT area on 10 July 2026. Officers discovered indications of illegal gold mining activities, including gold soaking vats and various supporting mining equipment.

At the location, officers apprehended CXY, who was unable to produce valid permits related to the mining activities. Further investigations led to the subsequent arrest of XXL at the same location on 18 July 2026.

Both individuals face a maximum prison sentence of 10 years and a fine of up to Rp7.5 billion.

In a similar statement, the Director General of Forestry Law Enforcement, Dwi Januanto Nugroho, said that illegal mining in forest areas not only damages the forest and environment but also encroaches on space that should benefit the community and the state.

“Therefore, our law enforcement is directed towards halting area damage, protecting community interests, safeguarding state revenue, and ensuring that natural resource management is conducted in an orderly and fair manner,” said Januanto.

He ensured that the Ministry of Forestry will continue to strengthen the security of forest areas from illegal mining activities through enforcement and coordination with local governments, area managers, law enforcement agencies, and other relevant parties.
