Ministry of Forestry Initiates Paradigm Shift Towards Multidisciplinary Law Enforcement

The Ministry of Forestry (Kemenhut) has initiated a paradigm shift in integrated law enforcement concerning forestry and illegal wildlife and plants (TSL) in response to evolving crime trends and their increasingly complex impacts.

In a statement confirmed from Jakarta on Sunday, Director General of Law Enforcement (Gakkum) at the Ministry of Forestry Dwi Januanto Nugroho emphasised the importance of applying a multidisciplinary (multi-door) legal approach to dismantle organised crime related to forestry and wildlife.

“The multi-door approach is becoming increasingly important. Various available legal instruments need to be utilised optimally, including corruption offences, taxation, customs, and the financial services sector. With this approach, we can expand the scope of law enforcement while increasing leverage in dismantling larger criminal networks,” said Dwi Januanto Nugroho.

To this end, the Directorate General of Law Enforcement at the Ministry of Forestry, together with the Law Enforcement for Sustainable Viable Ecosystems and Biodiversity Resilience through Multi-Sectors Engagement (LEVERAGE) programme, organised a Multistakeholder Meeting on Integrated Forestry and Wildlife Law Enforcement as a strategic step to tackle the illegal trade in wildlife and plants, held on 7–8 August 2026 in Bogor, West Java.

“We need to place asset recovery, severing the economic profits from crime, and forensic science support as key parts of the strategy,” he said.

This is because effective law enforcement is not only measured by the number of perpetrators convicted, but by the state’s ability to build precise, science-based evidence and eliminate the economic motivation behind such crimes.

The forum was attended by a number of relevant figures, including Director D of the Junior Attorney General for General Crimes at the Attorney General’s Office Dwi Agus Arfianto, Director of Prosecution at the Corruption Eradication Commission (KPK) Budhi Sarumpaet, Director of Law Enforcement at the Directorate General of Taxes Samingun, and High Judicial Judge BSDK/Member for Environmental Affairs at the Supreme Court R. Heru Wibowo Sukaten.

Also present in the discussion were Special Staff to the Minister of Forestry for Forestry Law Enforcement Inspector General of Police K. Rahmadi and Special Staff to the Minister of Forestry for Inter-Agency Relations and Tenurial Conflicts Retired Inspector General of Police Didik Agung Widjanarko as lead discussants.
