Ministry of Energy and Mineral Resources aims to finalise Oil and Gas Bill issue list by 22 October
The Ministry of Energy and Mineral Resources (ESDM) aims to finalise the List of Identified Problems (DIM) for the Oil and Gas Bill by 22 October 2026.
“We have conducted coordination with the relevant ministries and agencies regarding the preparation of this DIM. Our target is to be able to submit it by 22 October,” said Deputy Minister of Energy and Mineral Resources, Yuliot, when met at the Ministry of ESDM office in Jakarta on Friday.
Yuliot explained that the preparation of the DIM is based on a presidential letter received by the Minister of Energy and Mineral Resources, Bahlil Lahadalia, on 14 September 2026, from President Prabowo Subianto.
Through this presidential letter, the Minister of ESDM was requested to coordinate with related ministries and agencies for the compilation of the DIM.
“So, yes, we are racing against time for inter-ministerial consolidation in order to prepare the DIM for the Oil and Gas Bill,” said Yuliot.
On Monday (21/9), the Minister of Energy and Mineral Resources, Bahlil Lahadalia, announced that a cross-ministerial team had been formed to compile the List of Identified Problems (DIM) for the discussion of the Oil and Gas Bill.
During the occasion, Bahlil emphasised that the Special Oil and Gas Business Entity (BUK Migas) would operate under the direct responsibility of President Prabowo Subianto.
He continued that BUK Migas would serve as a vital instrument to increase production lifting and business certainty, ensuring that Production Contract Contractors (KKKS) or upstream oil and gas entrepreneurs can obtain permits without unnecessary bureaucracy.
Bahlil stated that BUK Migas will be encouraged to have flexibility in negotiating with both the private sector and the government.
This flexibility includes matters related to oil and gas management cooperation schemes, including cost recovery mechanisms and other forms of cooperation deemed beneficial to both the government and the private sector.
Bahlerm emphasised that he could not yet explain in detail whether BUK Migas would eventually replace or alter the institutional structure of the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas).
