Ministry of Defence States that Reserve Component Training for 4,000 Civil Servants is Voluntary
JAKARTA, KOMPAS.com - The Ministry of Defence (Kemenhan) has explained that the training for 4,000 Civil Servants (ASN) to become Reserve Component (Komcad) personnel is voluntary.
This was explained by the Head of the Defence Information Bureau of the Ministry of Defence, Brigadier General TNI Rico Ricardo Sirait.
Rico explained that there is no coercion for ASN to participate in the training to become Komcad.
“It remains a voluntary matter. To reiterate, the requirements are voluntary, so there is no element of coercion, obligation, or anything like that,” he added.
The training to become Komcad for ASN, Rico said, will begin in April 2026 and will be divided into two phases.
The first and second phases will be attended by 2,000 ASN each, with a training period of one and a half months.
“What we can share here is related to the 4,000 ASN. If there are still those who are wondering, it has been asked by the representatives, it will be carried out this April,” Rico explained.
The quota of ASN participating in Komcad is adjusted to the number of human resources in each ministry.
If Ministry A has 1,000 employees, the quota given may be around 50 people. Meanwhile, Ministry B, which has 500 employees, may only receive a quota of around 10 people.
In addition, a selection process will be carried out during the registration process to ensure that participants are in good health and do not have physical limitations.
The participants sent are those who have registered internally and will then be processed administratively.
Rini said that becoming Komcad is part of the government’s participation as a form of defending the country.
“So Komcad is part of the government’s participation in relation to defending the country. But not all ASN employees can become Komcad,” Rini said when met at the Ministry of Administrative and Bureaucratic Reform (KemenpanRB) Office, South Jakarta, Tuesday (24/2/2026).
Only ASN employees who meet the requirements can pass to participate in Komcad training.
“So not all of them, there are requirements. So for ASN employees who do meet the requirements for Komcad, they are asked to participate in the training,” Rini explained.
