Ministry of Defence Confirms 4,000 Civil Servants Register for Reserve Component Programme Voluntarily
JAKARTA, KOMPAS.com - The Indonesian Ministry of Defence has stated that the training of 4,000 civil servants (ASN) to become part of the Reserve Component (Komcad) is conducted without any coercion.
Therefore, the Head of Information and Public Relations of the Ministry of Defence’s Secretariat General, Brigadier General TNI Rico Ricardo Sirait, confirmed that there is no compulsion to participate in this training programme.
“Currently, we are in the registration phase, in accordance with Law Number 23 of 2019 concerning the State Defence System (PSDN). This remains a voluntary programme. To reiterate, the key requirement is voluntariness,” said Rico when met in Menteng, Central Jakarta, on Wednesday (25/2/2026).
“Therefore, there is no element of coercion, obligation, or anything of the sort,” he added.
The quota is adjusted based on the number of human resources in each ministry.
For example, if Ministry A has 1,000 employees, the quota allocated to it may be around 50 people. Meanwhile, Ministry B, which has 500 employees, may only receive a quota of around 10 people.
“The quota is adjusted according to the number of human resources available,” he said.
This selection process aims to ensure that participants are in good health and do not have any physical limitations.
The determination based on gender, whether male or female, is left to each agency or ministry.
The participants sent are those who have registered internally and will then be processed administratively.
“The implementation will be carried out in two phases. Each phase will last one and a half months. So, the first phase will involve 2,000 people, followed by the second phase with another 2,000 people,” he explained.
Previously, Defence Minister Sjafrie Sjamsoeddin confirmed that 4,000 civil servants from various ministries and agencies in Jakarta would become part of the Reserve Component (Komcad).
