Ministry of Communication and Digital Proposes Rp 3.23 Trillion Budget Increase for 2027
The Ministry of Communication and Digital (Komdigi) has proposed a budget increase of Rp 3.23 trillion for the year 2027. This budget is intended to fund various programmes and activities.
During a working meeting with Commission I of the House of Representatives (DPR) in Senayan, Jakarta, on Tuesday (1/9/2026), Minister of Communication and Digital Meutya Hafid stated that the ministry’s budget ceiling for 2027 has reached Rp 11.515 trillion. She noted that this figure includes an addition to the previous indicative ceiling.
“The 2027 fiscal year budget ceiling that we have received—the effective ceiling which is currently our guide for completing the 2026 budget and 2026 programmes—is at approximately Rp 10 trillion,” Meutya said. She added, “As you can see, personnel expenditure amounts to Rp 783 billion, goods expenditure to Rp 8.9 trillion, and capital expenditure to Rp 302 billion.”
Komdigi Secretary-General Ismail explained that the initial indicative ceiling for Komdigi was Rp 6.8 trillion. However, Komdigi subsequently received an additional allocation of approximately Rp 4.6 trillion, bringing the total budget ceiling to Rp 11.515 trillion.
He stated that the budget is partly allocated to the Digital Infrastructure Development and Strengthening programme. This programme initially had an indicative ceiling of Rp 5.22 trillion, which was increased by Rp 1.25 trillion to a total of Rp 6.47 trillion. “This Rp 1.25 trillion is already recorded in the financial note to be used for the operational expansion of BAKTI,” Ismail noted.
Furthermore, the programme for the Development and Strengthening of the Digital Ecosystem and Space initially received an indicative ceiling of Rp 126 billion. This programme received an additional Rp 2.823 trillion, bringing its total to Rp 2.958 trillion.
Ismail also addressed the Public Communication and Media programme, describing its current budget situation as concerning. “The Public Communication and Media programme is in a very worrying state. Currently, only Rp 20 billion is available outside of operational budgets. Therefore, the non-operational budget is only Rp 20 billion. Additionally, the recent budget ceiling increase did not include any provisions for this programme,” he said.
Ismail stated that Komdigi has recalculated its total budget requirements for 2027 based on refined needs from all Echelon I work units. He revealed that the total requirement for 2027 has reached Rp 14.753 trillion.
“This is to anticipate various national priority programmes, priority programmes within the Strategic Plan (Renstra), and several essential programmes that must be implemented, resulting in the figure of Rp 14.753 trillion,” he explained.
With the current budget ceiling set at Rp 11.5 trillion, Komdigi faces a deficit of Rp 3.23 trillion, prompting the ministry to propose the additional funding. “From the established budget ceiling of Rp 11.5 trillion, Komdigi is experiencing a budget shortfall of Rp 3.23 trillion,” Ismail clarified.
Ismail detailed that the shortfall includes Rp 298 billion for operational expenditure, while Komdigi requires an additional Rp 1.097 trillion to support national priority work programmes. Additionally, Komdigi needs Rp 1.48 trillion for priority programmes established in the Strategic Plan (Renstra). This includes funding requirements for the Indonesian Broadcasting Commission (KPI), the Central Information Commission (KIP), and the Press Council.
“The Central Information Commission requires Rp 32.5 billion, the Indonesian Broadcasting Commission requires Rp 49.59 billion, and the Press Council requires Rp 38.9 billion,” he concluded.
