Jakarta (ANTARA) - The Ministry of Communication and Digital has issued an ultimatum to the Wikimedia Foundation to promptly complete the registration process as a Private Scope Electronic System Provider (PSE) in Indonesia in accordance with applicable regulations.

Director General of Digital Space Supervision at Kemkomdigi, Alexander Sabar, emphasised that if this step is not followed, the government will enforce strict measures.

“The government, through the Ministry of Communication and Digital, reaffirms its commitment to enforcing orderly and fair digital space governance for all electronic system providers,” said Dirjen Alex in Central Jakarta on Wednesday.

If Wikimedia does not register as a PSE in accordance with Indonesian law within seven working days, Kemkomdigi will block Wikimedia’s services, including the Wikipedia Indonesia online encyclopaedia ecosystem and Wikimedia Commons.

Kemkomdigi has its reasons for issuing this ultimatum. This is because the Indonesian government had previously granted an extension at Wikimedia’s request since last year.

Dirjen Alex revealed that the notification was given by Kemkomdigi to the Wikimedia Foundation on 14 November 2025 to register as a Private Scope PSE in accordance with applicable rules.

As a measure to enforce regulations in Indonesia, Kemkomdigi has granted the Wikimedia Foundation a final extension of seven days.

This means Wikimedia has been given a seven-day deadline to register as a PSE.

Alex stated that he would not hesitate to impose sanctions, given that Wikimedia has already been given a sufficiently long timeframe.

“In this final extension of seven days, the Wikimedia Foundation is expected to promptly complete the PSE registration process in accordance with applicable provisions. If there is still no compliance with Indonesian law, we will take firm action in the form of blocking,” Alex emphasised.

The PSE (Electronic System Provider) registration requirement is an obligation for digital platforms (local or foreign) operating in Indonesia for legality, user data protection, and digital space governance.

PSE registration is an absolute requirement for all electronic system providers (social media, e-commerce, fintech, search engines) operating in Indonesia, including Wikimedia as a global platform with millions of users.

Dirjen Alex stated that PSE registration incurs no fees and is applied equally to all platforms, whether for-profit or non-profit, including public PSEs like the Wikimedia Foundation.

“This is done to protect the public and also to protect the platform itself, in this case Wikimedia, so that it is legally protected,” Dirjen Alex concluded.
