Ministry of Basic and Secondary Education Permits Operational Assistance Funds to Pay Teacher Allowances

The Ministry of Basic and Secondary Education (Kemendikdasmen) has relaxed regulations governing the use of School Operational Assistance Funds (BOSP). The policy permits these funds to be used to pay allowances to teachers and non-civil servant education personnel in 2026 to ensure teaching and learning activities in schools continue uninterrupted.

The policy is formalised through Ministerial Circular Number 6 of 2026 issued by the Minister of Basic and Secondary Education concerning the implementation of financing for teacher and non-civil servant education personnel allowances under the 2026 fiscal year BOSP.

Under this regulation, schools are permitted to use BOSP funds on a limited basis to pay allowances to teachers and education personnel appointed under the Ministry of State Apparatus Empowerment and Bureaucratic Reform Decision Number 16 of 2025 concerning part-time government employees.

Minister of Basic and Secondary Education Abdul Mu’ti stated that the policy was issued because several regional governments lack the capacity to finance education personnel allowances optimally through regional budgets.

“The most important thing is to ensure that learning services for students are not disrupted. Schools must be able to conduct teaching and learning processes optimally,” Mu’ti said in a written statement on Saturday, 14 March 2026.

According to the minister, the policy is temporary and applies only to the 2026 fiscal year as a transitional period. Regional governments remain obligated to allocate budgets for teachers and education personnel through their Regional Revenue and Expenditure Budgets.

In implementation, regional governments that require this policy must submit formal requests to the ministry. Such requests must be accompanied by explanations of the region’s fiscal conditions, a verified analysis of teacher and education personnel needs, and commitments to strengthening education budgets in subsequent years.

Regional governments are also asked to adjust school activity plans and budgets to ensure that the policy does not reduce the quality of education services for students. The Ministry of Basic and Secondary Education stated it will conduct regular evaluations of policy implementation to ensure effective budget allocation and maintain the continuity of education services in schools.
