Ministry of Agriculture oversees maize SPHP for farmers, 127 thousand tonnes distributed
The Ministry of Agriculture is overseeing the distribution of maize through the Food Supply and Price Stabilisation Programme (SPHP) for livestock farmers, with realised distribution reaching 127 thousand tonnes to maintain national feed availability.
“As long as farmers need it, give it, full stop, make it easy, no fuss. We will continue the maize SPHP distributed by Bulog until the end of the year,” said Minister of Agriculture Andi Amran Sulaiman as confirmed in Jakarta on Wednesday.
The Minister stressed to his staff that maintaining maize availability for farmers must continue to be followed up.
As of 23 August 2026, maize distribution through the SPHP programme had reached 127.43 thousand tonnes to farmers in various regions.
The Directorate General of Livestock and Animal Health of the Ministry of Agriculture stated that based on the distribution report from Perum Bulog updated on 24 August 2026, the Maize SPHP had reached farmers in 28 provinces, involving 100 cooperatives and associations, and had been accessed by 5,543 farmers.
The distribution follows the Minister hearing directly the aspirations of farmers at the Poultry Coordination Meeting at the Veterinary Farma Centre in Surabaya.
At the meeting, farmers conveyed the pressure of production costs, including the need for affordable feed raw materials. The Minister at that time requested that the Maize SPHP continue as long as farmers still need it.
Amran assured that the government is striving to maintain a balance between the interests of farmers as maize producers and livestock farmers as users of feed raw materials.
According to him, farmers must receive a fair price, while livestock farmers also need affordable raw materials so that their businesses remain sustainable.
Therefore, maize policy is implemented from two sides. On the upstream side, the government protects farmers through the Government Purchase Price. For dry shelled maize with a moisture content of 18 to 20 percent at the farmer level, the Government Purchase Price is set at Rp5,500 per kilogram.
Maize from government procurement is then managed by Bulog as part of the Government Maize Reserve and prepared according to the quality standards required for distribution.
On the downstream side, the government provides price subsidy facilitation through the maize feed SPHP programme. Through this scheme, maize can be accessed by farmers at a price of Rp5,000 per kilogram for collection at Bulog warehouses and a maximum of Rp5,500 per kilogram at the farmer level.
The scheme allows the government to safeguard the interests of both sectors simultaneously. Farmers gain certainty of absorption at a fair price, while livestock farmers obtain access to feed maize at a more affordable price to help reduce production costs.
The Ministry of Agriculture through the Directorate General of Livestock and Animal Health continues to oversee farmers’ needs, recipient data, and distribution conditions in the field so that the programme runs on target.
Director of Feed at the Directorate General of Livestock and Animal Health, Tri Melasari, said that this oversight is important so that government policy provides balanced benefits for farmers and livestock farmers.
“What we safeguard is not only the availability of feed maize, but how supply reaches farmers in need at an affordable price, without ignoring the price balance at the farmer level,” said Tri in Jakarta on Wednesday.
According to her, monitoring farmers’ needs, distribution realisation, production, stock, and maize price developments is necessary so that government intervention can be carried out in a measured manner and in accordance with field conditions.
Bulog data shows that the maize SPHP ceiling recorded in the dashboard reached 213.20 thousand tonnes. As of 23 August 2026, 127.43 thousand tonnes had been distributed to farmers with a remaining ceiling of around 85.77 thousand tonnes.
The government is also discussing follow-up measures to strengthen support for farmers.
The National Food Agency has proposed an additional quota of 150 thousand tonnes of maize feed SPHP to the Coordinating Ministry for Food Affairs to be discussed through a Limited Coordination Meeting.
The proposed addition is still awaiting discussion and decision from the Limited Coordination Meeting before it can be determined and realised.
