The Ministry of Social Affairs (Kemensos) and the Ministry of Housing and Settlements (PKP) carried out factual verification on Friday (17/7) of homes belonging to parents of Sekolah Rakyat students proposed for a home renovation programme in West Java. The verification was conducted to check the eligibility of aid recipients, both in terms of the physical condition of the house and supporting documents.

Prior to the field inspection, teams from the Ministry of Social Affairs and the Ministry of Housing and Settlements synchronised data at the office of the Housing and Settlements Provision Implementing Agency (BP3KP) for Java II. The meeting was attended by the Special Staff to the Minister of Social Affairs, Ishaq Zubaedi Raqib, Expert Staff Fajar WH, Expert Staff Virgo Sulianto, and other ministry officials. The PKP was represented by the Head of BP3KP Java II, Mochamad Mulya Permana, and his staff. Mulya explained that West Java received a significant quota for the home renovation programme, noting that the proposal from the Ministry of Social Affairs alone reached 1,517 units, not including proposals from local governments, members of parliament, and other ministries and agencies. He stressed that intensive coordination is needed to ensure the programme runs smoothly.

Following the data synchronisation, the team conducted random field checks on houses that had been verified and passed, houses that had not yet been verified, and houses that had been verified but did not pass. Accompanied by Family Hope Programme (PKH) human resources, the team visited three locations on the first day: two in Cibondewah Rahayu Village, Bandung Kulon District, Bandung City, under the names Amiduddin Hamzah and Agus, and one in Warung Muncang Village, Bandung Kulon, under the name Heni. The field checks confirmed that all three locations passed and will soon undergo repairs, with work estimated to begin in August and take a maximum of three months. Mulya Permana detailed that the repairs will target the building’s column structure, beams, and roof structure.

Ishaq Zubaedi Raqib acknowledged the many challenges and dynamics in the field, necessitating regular coordination between ministries. Challenges include land ownership status requirements and other technical conditions that are absolute requirements for beneficiaries. Nationally, the government is targeting the renovation of 10,000 uninhabitable houses (RTLH) for parents of Sekolah Rakyat students through the Self-help Housing Stimulant Assistance (BSPS) programme. West Java is one of the provinces with the highest number of proposals, receiving an allocation of 1,517 beneficiary families. To qualify, prospective recipients must meet strict criteria, including being an Indonesian citizen with a family, registered in the National Integrated Social Welfare Data (DTSEN) at decile 4 or below with a maximum income equivalent to the provincial/minimum wage, and preferably be a parent of a Sekolah Rakyat student. They must also own or control non-disputed land proven by a valid certificate and live in a house deemed uninhabitable based on Government Regulation No. 16/2021, and must not have received similar housing assistance in the last 10 years.
