Jakarta, VIVA – The government has launched a new policy granting free house certificates to low-income households (Masyarakat Berpenghasilan Rendah, or MBR). The programme is the result of collaboration between the Ministry of Housing and Settlements (PKP) and the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN).

Minister of Housing and Settlements Maruarar Sirait, known as Ara, said the policy is one of the government’s breakthroughs to expand access to home ownership whilst providing legal certainty over housing for low-income communities.

The free certification programme will later be combined with several government housing programmes, including the Self-Help Housing Stimulus Assistance (BSPS) or home renovation programme, as well as the People’s Business Credit (KUR) for housing.

“We are also reporting one of our most extraordinary breakthroughs, which is our collaboration on free certification for low-income households. Later we will also collaborate with KUR for housing,” Ara said at the Ministry of ATR/BPN in Jakarta on Tuesday, 14 July 2026.

Combined with the Home Renovation Programme and Housing KUR

Ara explained that the free certificate programme not only provides legal recognition of home ownership, but will also be integrated with various forms of government assistance so that the benefits received by communities become broader.

According to him, beneficiaries of the home renovation programme will also have the opportunity to obtain free house certificates after undergoing a data collection and verification process.

In addition, the government is opening opportunities for programme beneficiaries to access financing through the Housing KUR scheme to support improvements in family economic welfare.

“The free certification will be combined with the Self-Help Housing Stimulus Assistance (BSPS) programme, that is, home renovation. How those receiving home renovations can also later be given free certificates — this will certainly be sorted by Mr Nusron. Then, for occupants who wish to start a business, they can enter the Housing KUR. So the certificate is processed, the house is renovated, and the family economy is supported through the Housing KUR programme,” he explained.

Three Groups Entitled to Free Certificates

On the same occasion, Minister of ATR/Head of BPN Nusron Wahid explained that there are three community groups that will be targeted by the free house certification programme for low-income households.
