Ministerial consistency

When Soedomo was the minister of manpower, hawkers were chased
away from trading in the streets or intersections. The minister
then introduced a program named Esok penuh harapan (Tomorrow is
full of hopes), to train hawkers for certain jobs.
When Soedomo left the ministry, the program was forgotten.
Consequently the hawkers are back to their old business. They
take to the streets and intersections and hawk their merchandise
without fear of being rounded up by the authorities.
But why this inconsistency? It seems that every official has
their own program to address a social problem. If one program is
perceived not to be effective, why not replace it with a more
appropriate one?
