Minister Writes to All Civil Servants: Keep Upholding Integrity

Minister of State Apparatus Empowerment and Bureaucratic Reform Rini Widyantini has written a letter to all civil servants (ASN). Through the letter, she expressed appreciation for their performance and urged them to continue serving even when not everyone notices.

The letter was written by Rini and uploaded to her Instagram account @menpanrb on Saturday (18/7/2026). In the post’s caption, Rini conveyed a message of respect to all civil servants.

“To all ASN whom I love and am proud of. Through this message, I wish to express my respect and gratitude to all ASN who work every day to serve the community,” Rini said.

Rini also advised ASN to continue upholding integrity and strengthening their spirit of dedication. She expressed hope that ASN would continue serving the public even when not everyone sees their efforts.

“Continue to uphold integrity, strengthen the spirit of dedication, and be the pride of Indonesia,” she stated.

The following is the content of the letter she wrote to all ASN:

To all Aparatur Sipil Negara across the archipelago, whom I love and am proud of.

Today I want to address you as fellow human beings who are carrying out a great mandate. I know that not every day is easy. Some work with limitations. Some face high public expectations. Some must keep smiling while serving, even when they are tired, missing their families, or dealing with personal problems.

Yet every morning, you put on the uniform of dedication. You continue to open service rooms. You continue to answer the needs of the community. You continue to be present. And know that this presence is a mandate and an act of worship. Perhaps not all your hard work receives applause. Perhaps not every sacrifice makes the news.

But every child who receives a better education, every patient served with sincerity, every aid that reaches the community, every road built, every piece of data managed correctly, all of these are the real face of a working state.

The state is present through your hands. Amidst the various challenges and also the great opportunities for Indonesia’s leap forward that we face today, I want to invite us all to remain focused on carrying out the great mandate from the nation we love.

Make challenges a booster to keep the spirit of service alive. It is precisely when challenges are great that professionalism is proven and dedication finds its meaning. The history of this nation was not built by those who only worked when circumstances were easy.

History was built by those who kept standing, kept working, and kept believing that the good done today will be a legacy for the next generation.

I believe there are still many civil servants who work in silence, without the spotlight, without praise, but with extraordinary dedication. They are the true face of Indonesia.

Continue to be ASN who are BerAKHLAK. Continue to uphold integrity, improve competence, strengthen one another, and deliver increasingly high-quality services.

The spirit of ‘Proud to Serve the Nation’ becomes the foundation of the ASN working culture in providing the best service to our beloved nation and country.

Let us prove that the bureaucracy is not merely about carrying out administration, but is a force that brings hope.

Thank you for your dedication, patience, and sincerity.

Remain a light. Keep serving, even when no one is watching.

Because an advanced Indonesia is not born from the work of one person, but from millions of ASN who choose to serve with all their heart.

This post was uploaded following criticism from parliament regarding the performance of civil servants. The criticism was delivered by the Chairman of Commission II of the Indonesian House of Representatives, Muhammad Rifqinizamy Karsayuda, during a working meeting with the Ministry of State Apparatus Empowerment and Bureaucratic Reform, the National Civil Service Agency, the National Institute of Public Administration, and several other parties at the parliament complex in Senayan, Jakarta, on Wednesday (15/7/2026).

Rifqi requested that the key performance indicators (KPIs) for civil servants be improved to enhance the quality of their work output. He touched upon the mentality of some civil servants that has long been under scrutiny.

“Going forward, Madam Minister and all of you present in this room, we may need to slightly increase the KPIs for our entire bureaucracy, our ASN, whether they are civil servants (PNS) or government employees with work agreements (PPPK),” Rifqinizamy said.

Rifqinizamy then highlighted that civil servants cannot be competitive when compared to private sector employees. The NasDem Party politician also pointed out that digitalisation has not improved performance. He assessed that the mentality of the civil servants has not changed despite digitalisation.

“The digital ecosystem hasn’t changed, the mentality of the human resources hasn’t changed, they still clock in, go home, have coffee, and clock in again in the afternoon,” he remarked.
