Minister Urges IPDN Graduates to Build Responsive, Digitally Savvy Bureaucracy
Jakarta (ANTARA) — Minister of Administrative and Bureaucratic Reform (PANRB) Rini Widyantini has urged the young civil administrators of the Institute of Domestic Governance (IPDN) to build a bureaucracy that is responsive to the needs of the public.
Rini also encouraged IPDN graduates to continue learning and developing their competencies, particularly in the fields of digital technology and data.
“Keep developing your competencies, especially in the digital field, and lead with heart, data, and exemplary conduct,” Rini said in a statement received in Jakarta.
She delivered the message after accompanying President Prabowo Subianto in inaugurating the IPDN Young Civil Administrators of the 33rd Class of 2026 in Sumedang, West Java, on Wednesday.
She emphasised that adaptability to digital technology is one of the implementations of the BerAKHLAK core values for civil servants (ASN). Rini also affirmed that these young civil administrators could one day become regional government leaders capable of delivering real impact for their communities.
“Be leaders who set an example through real work. Keep learning, uphold ethical values, and prioritise collaboration in every assignment,” she said.
President Prabowo Subianto inaugurated the IPDN Young Civil Administrators on Wednesday. Before the graduates, the President reminded them to always serve the needs of the public swiftly, without convoluted bureaucracy.
“You must serve, protect, and shelter the Indonesian people to the best of your ability. Our people do not need a convoluted bureaucracy,” the President asserted before 1,204 IPDN graduates, comprising 728 men and 476 women.
The IPDN graduates will be deployed to central government agencies, regional governments, and disadvantaged, frontier, and outermost (3T) regions. The President said that the public expects civil servants who are honest, disciplined, clean, free of corruption, willing to make decisions, and always present when the people need them.
The President encouraged the young civil administrators, as IPDN graduates are known, to become drivers of bureaucracy and regional development. As civil servants (ASN), IPDN graduates are the “face of the state” seen by the public.
“From your attitude and appearance, the people judge whether the state is present or not. You are the drivers of government bureaucracy and the determining factor in the success of development on the ground,” Prabowo said.
This year, the ten best IPDN graduates come from modest families, such as children of farmers or casual labourers, rather than from families of state officials. Aji Bayu Ramadhan (GPA 3.84), recipient of the Kartika Astha Brata award, is the son of a construction worker from East Nusa Tenggara (NTT).
For the President, this proves that the government’s CASN recruitment process is genuinely merit-based and that there are no longer any “inside placements”.
“The Republic of Indonesia and Pancasila must be led by the best, by high achievers. This is proof of meritocracy — those who achieve,” the President said.
