Minister Tito: Dukcapil Data Is the Most Complete, Equipped with Biometric Identity

Home Affairs Minister M Tito Karnavian has stated that the population data managed by the Directorate General of Population and Civil Registration (Dukcapil) is the primary foundation for the digital transformation of government in Indonesia. Through the utilisation of the Population Identification Number (NIK) and Digital Population Identity (IKD), the government is building an integrated, accurate, secure, and targeted public service system. According to Tito, Dukcapil currently manages the most complete population database in Indonesia, covering approximately 297 million residents, or nearly 99 per cent of the population. This is complemented by biometric identities such as face recognition, fingerprints, and iris scans. The data is updated daily by Dukcapil offices in regencies and cities across Indonesia. He added that every demographic event, from births, deaths, and population movements to changes in administrative data, is directly connected to the national system. “The population data held by Dukcapil is the most complete data in Indonesia. It contains residents’ identities, family data, marital status, occupation, and biometrics in the form of fingerprints, iris scans, and facial recognition. All of this data forms the basis for government policy-making,” he said during the Dukcapil National Coordination Meeting and the Release of Clean Population Data for the First Semester of 2026 in South Jakarta on Monday (3/8/2026). He explained that accurate population data allows the government to map societal conditions in greater detail, from population numbers based on age, gender, and region to socio-economic characteristics. This information serves as a foundation for formulating development policies at both the national and regional levels.
