Minister Tito Discusses Strengthening Digital Infrastructure at Dukcapil National Coordination Meeting

Home Affairs Minister Tito Karnavian outlined strategic measures to strengthen digital infrastructure in support of the Electronic-Based Government System (SPBE) during the National Coordination Meeting of the Population and Civil Registration (Dukcapil) in Jakarta on Monday. He stated that strengthening digital infrastructure is a crucial foundation for realising increasingly integrated public services. One of the key efforts is enhancing the integration of digital identity, with the Directorate General of Dukcapil being encouraged to increase collaboration with the Ministry of Health, particularly through online birth certificate administration services. “We are now integrating with the Ministry of Health, to be launched on Friday. Every child born in a Ministry of Health facility, whether a central hospital, regional hospital, or community health centre, will be connected. Once the birth occurs, the Ministry of Health will relay the information to Dukcapil, which will then immediately issue the birth certificate online,” Tito said in a written statement from the Ministry of Home Affairs. He assessed that this innovation will provide convenience for the public as services can be delivered optimally and in real-time. He therefore reminded officials from the Directorate General of Dukcapil and regional Dukcapil offices to ensure digital services run optimally, as any disruption will directly impact the quality of public services. To support this, the government is continuously strengthening various aspects of digital infrastructure, including networks, security systems, backup systems, and the human resources managing digital services. Bandwidth capacity is also being increased to make Dukcapil services more robust, while security systems are being refined according to standards set by the National Cyber and Crypto Agency (BSSN). “Therefore, the security system is also being strengthened, using the ISO 27001 standard, which is the BSSN standard,” Tito added. He further noted that President Prabowo Subianto is paying significant attention to the implementation of SPBE. The President has tasked the Chairman of the National Economic Council, Luhut Binsar Pandjaitan, as the Chair of the Digital Transformation Acceleration Committee to lead the implementation of SPBE in Indonesia, where Dukcapil data plays a very crucial role. “In addition, there is the One Data Indonesia initiative. This law is currently in process, the One Data Indonesia Law. Both use Dukcapil data as their foundation,” he said.
