Commission VIII of the DPR RI held a meeting with the Ministry of Hajj and Umrah to discuss preparations for organising Hajj 2026. The Minister of Hajj and Umrah, Mochamad Irfan Yusuf, requested approval for Hajj funding sources amounting to Rp 1.77 trillion.

The meeting took place in the Commission VIII meeting room at the Parliamentary Complex, Senayan, Jakarta, on Tuesday (14/4/2026). Irfan stated that the cost increase pertains to air transportation aspects due to the rise in avtur prices.

“Aggregately, the total costs have surged from Rp 6.69 trillion to Rp 8.46 trillion, an increase of Rp 1.77 trillion. Alhamdulillah, the President has emphasised that this cost surge should not be passed on to the pilgrims,” said Irfan.

The Ministry of Hajj is coordinating with the Attorney General’s Office regarding the legality of the funding sources. Several alternative funding sources have been prepared to accommodate this, such as from the state budget (APBN).

“In order to accommodate the above situation, we hope that at this working meeting with Commission VIII of the DPR RI, the amount and sources of funding can be approved and decided to meet the cost adjustment,” he stated.

“The figures are there, the total shortfall required is Rp 1.77 trillion,” he added.

Irfan also mentioned that one Hajj pilgrim meal service provider has withdrawn. However, a replacement has already been appointed.

“Regarding one meal service provider in Makkah withdrawing with a capacity of 3,500 portions, quota redistribution has been carried out to three providers,” he said.

Government to Bear the Hajj Flight Cost Increase

Deputy Minister of Hajj and Umrah Dahnil Anzar Simanjuntak stated that airlines have proposed fare increases for Hajj 2026 pilgrims due to the rise in avtur prices. The government guarantees that this fare increase will not be passed on to the pilgrims and will be covered by the government.

“First, there is indeed an increase in avtur. This avtur increase has led airlines to propose a per-pilgrim cost increase,” said Dahnil at the Presidential Palace Complex, Jakarta, on Wednesday (8/4/2026).

Dahnil revealed that the airlines proposing the increase to pilgrims are Garuda Indonesia and Saudia Airlines. The increase is around Rp 8 million per pilgrim.

“For example, Garuda Indonesia has proposed an increase of around Rp 7.9 million per pilgrim. Then Saudia, the Saudia airline, has proposed an increase of USD 480 per pilgrim, which equates to about Rp 8 million when converted to rupiah,” he said.

Thus, the total cost increase to be borne by the government through the APBN is approximately Rp 1.77 trillion. Nevertheless, Dahnil said the government is still conducting a detailed recalculation.

“So, roughly, if totalled, it’s Rp 1.77 trillion. So, if all increases are totalled, the APBN must cover around Rp 1.77 trillion. We’ll see the recalculation later,” said Dahnil.
