Jakarta (ANTARA) — The government has reaffirmed that ride-hailing drivers will remain partners of app companies following the issuance of Presidential Regulation No. 27 of 2026 on protecting the digital-platform transport ecosystem.

Micro, Small and Medium Enterprises Minister Maman Abdurrahman said at a press conference at the House of Representatives building in Jakarta on Thursday that confirming their partnership status was in line with the aspirations of ride-hailing driver communities and associations during discussions on the regulation.

According to a statement from the ministry, Maman said certainty over partner status was important to create a more balanced working relationship between app providers and drivers.

The regulation also clarifies the parties’ rights and obligations, as well as the forms of protection available to drivers as they work through digital platforms.

Maman said the Ministry of Micro, Small and Medium Enterprises would oversee and monitor partnership agreements between app companies and ride-hailing drivers.

“The government is also providing certainty regarding social protection and various other benefits for ride-hailing drivers. The Ministry of Micro, Small and Medium Enterprises will oversee and monitor partnership agreements between app companies and ride-hailing drivers,” he said.

In addition to passenger transport, Presidential Regulation No. 27 of 2026 covers goods and food delivery services, which are an important part of the digital economy ecosystem.

The provisions also affect millions of small businesses that use digital platforms to market their products and reach consumers.

Maman said about 15 million merchants, or small-business owners, currently use digital platforms. Delivery services are one link connecting business activity, product distribution and consumers.

The government has also provided certainty on tax matters for ride-hailing drivers. Maman said drivers would not be subject to income tax if their earnings remained below the non-taxable income threshold (PTKP).

Deputy Speaker of the House of Representatives Sufmi Dasco Ahmad said the government had also agreed to establish a cross-ministry task force to ensure effective implementation of Presidential Regulation No. 27 of 2026.

The task force will be chaired by the Ministry of Micro, Small and Medium Enterprises, with the Ministry of Transportation and the Ministry of Communication and Digital Affairs also involved.

Transportation Minister Dudy Purwagandhi said the government had set an 8 per cent platform fee and regulated transport service fares under the applicable rules.

“We have stipulated the 8 per cent platform fee in a Minister of Transportation Decree. We have also regulated fares, which serve as a reference to provide certainty for ride-hailing drivers,” Dudy said.

For goods and food delivery services, Deputy Minister of Communication and Digital Affairs Nezar Patria said the ministry was responsible for setting rules on service fees charged through digital platforms.

The rules would take into account the adequacy of drivers’ earnings, protection against work-related risks, and transparency in app companies’ pricing mechanisms.

“These provisions will later be set out in a ministerial regulation, including requirements for accountability and transparency in platform pricing,” Nezar said.
