Minister Says Over-Dimension Trucks to Be Monitored with Technology and Multi-Party Oversight
Jakarta, VIVA – Minister of Transport Dudy Purwagandhi has emphasised that the handling of over-dimension over-loading (ODOL) vehicles will be carried out from upstream to downstream, through cross-sector collaboration, comprehensive supervision, and technology-based law enforcement.
“ODOL handling must be done from upstream to downstream, starting from compliance with vehicle dimensions, the goods loading process, the responsibility of transport companies and cargo owners, road supervision, to law enforcement,” said Dudy in his statement on Monday, 10 August 2026.
The minister made the statement at the launch of the Electronic Traffic Law Enforcement Hub (ETLE Hub) system, a modern and integrated system for the supervision and law enforcement of goods transport vehicles.
He also invited all stakeholders to strengthen collaboration in order to realise the target of zero ODOL vehicles by 2027.
The minister stressed that handling ODOL vehicles cannot be solely the responsibility of drivers, but requires the involvement of all actors in the national goods transport ecosystem.
According to him, transport companies, vehicle owners, cargo owners, and various related parties have a responsibility to ensure that vehicles operate in accordance with the applicable dimension and load provisions.
“I invite ministries, institutions, regional governments, toll road operators, logistics business actors, cargo owners, transport companies, associations, and drivers to jointly support the implementation of this policy,” said Dudy.
The minister also asked his staff at the Directorate General of Land Transportation and all Land Transportation Management Centres to maintain the quality of ETLE Hub implementation so that it runs optimally and sustainably in all regions.
According to him, monitoring equipment must work properly by producing accurate data so that every obstacle in the field can be immediately evaluated and corrected quickly.
He also requested that socialisation be carried out widely to transport companies, cargo owners, and drivers so that they understand the system mechanism, obligations, and handling of each violation.
The minister considers that the data collected by ETLE Hub is not only used to record violations, but also serves as a basis for formulating increasingly targeted and effective supervision policies.
Collaboration among all stakeholders is expected to accelerate the realisation of a safer, more orderly, and more efficient goods transport system, as well as support the national zero ODOL target by 2027.
