Minister Rosan: Vale's HPAL Project in Sambalagi Sets New Downstreaming Standard

Investment and Downstreaming Minister Rosan Perkasa Roeslani has assessed the High Pressure Acid Leaching (HPAL) project in Sambalagi, Morowali, as a new model for mineral downstreaming development that combines investment, sustainability, and international cooperation. The statement was made by Rosan during the arrival of the autoclave, the main equipment for the HPAL facility being developed by PT Vale Indonesia with GEM Co. Ltd. and EcoPro through PT Bahodopi Nickel Smelting Indonesia (BNSI). According to Rosan, the project not only focuses on increasing the added value of mineral resources but also builds a broader industrial ecosystem. “The Sambalagi HPAL today sets a new standard, not just following existing ones. This project is proof that collaboration between Indonesia, South Korea, and China can align with national interests,” said Rosan. He stated that the arrival of the autoclave is not merely a construction phase, but part of building a more integrated industrial supply chain. “Today we welcome the arrival of the autoclave at the Sambalagi HPAL. However, what we are actually building is not just an industrial facility. We are building a complete downstreaming ecosystem and a better future for the people of Central Sulawesi and Indonesia,” he said. Rosan also highlighted the development of the industrial area, which includes social facilities, recreational spaces, sports facilities, and support for local businesses. According to him, this approach shows that industrial area development is not only production-oriented but also considers the quality of life of the surrounding community. The Sambalagi HPAL project is part of the Indonesia Growth Project (IGP) Morowali and has been designated a National Strategic Project. The facility is targeted to produce around 90,000 tonnes of nickel content per year in the form of Mixed Hydroxide Precipitate (MHP). On the same occasion, the Central Sulawesi Provincial Government and the Morowali Regency Government expressed support for the development of the industrial area, particularly in encouraging economic growth and job creation.
