Minister Rosan Prepares Strategic Programmes for Investment and Downstreaming Ministry in 2027
The Ministry of Investment and Downstreaming/Investment Coordinating Board (BKPM) is preparing various priority programmes to be implemented in 2027 to strengthen the investment climate, accelerate equitable economic development, and support the national downstreaming agenda.
Minister of Investment and Downstreaming/Head of BKPM Rosan Roeslani stated that his ministry will continue a number of programmes that have been running in 2026 while accelerating the implementation of various strategic policies in the following year. Rosan conveyed this during a meeting with Commission XII of the Indonesian House of Representatives (DPR RI) in Jakarta on Monday, 15 June 2026.
One of the main programmes to be developed is the modernisation of the Online Single Submission (OSS) system by utilising artificial intelligence (AI), big data, and blockchain technology. Strengthening these technologies is aimed at improving the quality of licensing services, while enhancing transparency and the accuracy of investment data.
In addition, BKPM will also expand the integration of district and city Detailed Spatial Plans (RDTR) into the OSS system to accelerate the licensing process for investors. According to Rosan, the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) is targeting the addition of RDTR for 400 districts and cities throughout 2027. As of 8 June 2026, a total of 570 RDTR have been connected to the OSS system, covering 38 provinces and 300 districts and cities in Indonesia.
In the area of investment services, BKPM will also continue the Direct Construction Investment Facility (KLIK) programme. This programme is expected to accelerate investment realisation while increasing regional competitiveness in attracting investors.
Beyond strengthening services and regulations, BKPM plans to enhance Indonesia’s investment promotion in international markets. One step to be taken is strengthening the role of the Indonesian Investment Promotion Centre (IIPC) and the Customer Relationship Management (CRM) system in China. To support this effort, BKPM plans to open a new representative office in Guangzhou, complementing the office already operating in Beijing.
"And also strengthening the IIPC institution in China by adding our representative in Guangzhou, in addition to Beijing, because we are already in Beijing as a global manufacturing and trade hub in Southern China, considering that investment from China has experienced quite good and significant growth," said Rosan.
Furthermore, BKPM has placed the strengthening of national investment governance as one of its main focuses in 2027. This effort is directed at supporting the development of a downstreaming ecosystem capable of increasing the added value of natural resources and accelerating investment realisation in strategic sectors.
A number of steps to be taken include accelerating the drafting and issuance of a Draft Presidential Regulation (RPerpres) on strategic investment downstreaming, overseeing 18 priority downstreaming projects, and expediting investment implementation in 28 national strategic commodities. Through these various programmes, BKPM hopes to strengthen Indonesia’s attractiveness as an investment destination while supporting economic transformation through increasing the added value of domestic industry.
