Minister Rini Reports 2025 Performance Gains in Bureaucratic Reform to Parliament
In 2025, the government recorded improvements across various global and national governance performance indicators. Global recognition is reflected in the enhanced quality of national governance, a development inseparable from the contribution of the Ministry of Administrative and Bureaucratic Reform (PAN-RB) in overseeing various bureaucratic reform agendas.
Minister for Administrative and Bureaucratic Reform Rini Widyantini stated that throughout 2025, various national strategic indicators showed a continuously improving trend. These indicators range from Bureaucratic Reform, Government Agency Performance Accountability (AKIP), the Electronic-Based Government System (SPBE), the development of Integrity Zones towards Corruption-Free Areas (WBK) and Clean and Serving Bureaucratic Areas (WBBM), to the Public Service Index. She made the remarks during a working meeting with Commission II of the House of Representatives (DPR RI) regarding the Central Government Financial Report (LKPP) for the 2025 State Budget (APBN) in Jakarta.
“This improvement is supported by the increasingly widespread implementation of Public Service Malls (MPP) and Digital MPP, making government services more integrated, effective, and easily accessible to the public,” she said in a written statement on Wednesday.
On a global scale, improvements occurred in several indicators, including the World Bank’s Government Effectiveness index, the United Nations E-Government Development Index, and the OECD Digital Government Index, which placed Indonesia second in Southeast Asia.
Rini stated that in overseeing bureaucratic reform, the PAN-RB Ministry holds a strategic position within the Red and White Cabinet system. The ministry also has three strategic roles in carrying out its duties. “First, as a regulator and supervisor of governance. Second, as part of the President’s Strategic Diamond to ensure the bureaucracy supports the implementation of national priority agendas. Third, supporting Indonesia’s accession process to the OECD,” she explained.
In the context of utilising the 2025 budget, the PAN-RB Ministry achieved several significant milestones. With an effective budget of Rp 314 billion and a realisation rate exceeding 97.98 percent, the ministry accomplished seven strategic achievements. The first was strengthening the governance of the President’s Priority Programmes through the implementation of Thematic Bureaucratic Reform and business process mapping. The second was the expansion of integrated, high-quality, and inclusive public services. By 2025, 305 Public Service Malls (MPP) had been established in regencies and cities across Indonesia.
“In addition, initiatives for public service innovation within government agencies have shown encouraging progress. Several innovations have even received awards from the United Nations Public Service Awards (UNPSA),” she explained. The third achievement was strengthening institutional effectiveness and capability through institutional structuring, developing institutional and position databases, and implementing flexible work systems. The fourth was strengthening government agency performance management through policy reinforcement, capacity building, and integrity enhancement in governance.
The fifth achievement was strengthening the government’s digital service transformation through the development of a Digital Government ecosystem encompassing governance, Digital Public Infrastructure (DPI), and integrated digital services. The sixth was enhancing the implementation of the merit system through strengthening merit-based civil servant (ASN) management, organising non-ASN personnel, and integrating ASN services into a single platform.
“The seventh achievement is supporting Indonesia’s accession process to the OECD by completing the initial memorandum in the field of Public Governance as part of aligning governance with international standards,” she explained.
Rini added that bureaucratic reform is the foundation for delivering an effective government and high-quality public services. Despite budget constraints, the PAN-RB Ministry remains committed to managing the state budget accountably and delivering tangible benefits to the public. “We express our gratitude for the support and partnership of Commission II of the DPR RI. We hope this synergy will continue to strengthen bureaucratic reform and Indonesia’s governance,” she concluded.
