Minister Requests Education Ministry to Map Teacher Requirements Audit
Minister of State Apparatus Empowerment and Bureaucratic Reform Rini Widyantini has requested that the Ministry of Primary and Secondary Education compile a teacher requirement audit amidst the implementation of a policy to abolish non-civil servant (non-ASN) teachers. Rini stated that her ministry is paying close attention to the status of teaching staff. However, the Ministry of Primary and Secondary Education must validate and re-examine the basic education data (Dapodik) so that there is no shortage of teachers. This data validation aims to provide figures on the teachers needed by each region. ‘We are very concerned about this matter and I hope that later the Kemendikdasmen can build a teacher requirement audit and that it can be calculated,’ Rini said during a visit to the Jakarta Public Service Mall in South Jakarta on 11 June 2026. Previously, the Director General of Teachers and Education Personnel at the Ministry of Primary and Secondary Education, Nunuk Suryani, stated that the government is currently formulating a selection scheme for the appointment of non-ASN teachers. The formulation aims to ensure the appointment of honorary teachers into civil servant positions through either the permanent civil servant (PNS) or government employee with work agreement (PPPK) pathways. ‘ASN, whether they are PNS or PPPK. This is still being formulated,’ she said at Building D of the Kemendikdasmen complex in Central Jakarta on Monday, 11 May 2026. The government is abolishing the status of non-ASN teachers via Circular Letter of the Minister of Primary and Secondary Education Number 7 of 2026 concerning the Assignment of Non-ASN Teachers. According to the letter, after 31 December 2026, the existence of non-ASN teachers will be terminated. This abolition is a mandate from Law Number 20 of 2023 concerning ASN. Article 66 of the ASN Law mandates that the entire process of structuring non-ASN staff must be completed no later than December 2024. However, there are still 237,196 non-ASN teachers actively teaching as of 31 December 2026. Nunuk explained that each selection scheme has its own considerations. The PNS selection scheme will consider the age limit of participants. Meanwhile, the PPPK selection scheme will consider the appointment of PPPK teachers in 2021. ‘PPPK from 2021, and those were all affirmations. Those who continued were those aged above 35 who have already been transported,’ she stated. She noted that the determination of the scheme will be made by the Ministry of State Apparatus Empowerment. Nevertheless, she hopes that honorary teachers can be appointed as ASN.
