Minister: Presidential Regulation on Ride-Hailing Drivers as MSMEs Being Finalised

Jakarta (ANTARA) - Minister of Micro, Small, and Medium Enterprises (MSMEs) Maman Abdurrahman has stated that a Presidential Regulation (Perpres) governing the online transport ecosystem, including the classification of online motorcycle taxi (ojol) drivers as MSMEs, is currently being finalised. “It is in progress. We are just waiting for the news,” Maman said after a coordination meeting with the Ministry of Transportation, the Ministry of Communication and Digital, and several ride-hailing companies in Jakarta on Tuesday. He added that the Perpres would serve as a legal umbrella for the online transport ecosystem, including the division of duties and authority among ministries. According to him, the Ministry of Transportation will retain authority over passenger transport tariffs, while the Ministry of Communication and Digital will regulate tariffs for goods delivery services. The cross-ministerial coordination aims to ensure the policy creates a healthy and fair digital transport ecosystem for all parties, including drivers, app companies, and consumers. The Ministry of MSMEs and the Ministry of Transportation held a meeting with app companies such as GoTo, Grab, and Maxim to evaluate the implementation of the 92 per cent revenue share for driver partners and 8 per cent for app companies. “The evaluation results are positive, but there are some technical aspirations we will follow up to keep the ecosystem healthy and fair,” Maman said. He noted that the revenue-sharing provision has been followed up through a Minister of Transportation Decree as a technical implementing regulation. From the industry side, GoTo CEO Hans Patuwo expressed support for the government’s regulatory efforts, including the plan to classify driver partners as MSMEs. “We are ready to cooperate with the MSME Minister, the Transportation Minister, and all related agencies to make this ecosystem more prosperous and the ojol drivers more affluent,” Hans said.
