Minister PANRB Praises Dedication and Example of Retired Civil Servants

Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB) Rini Widyantini has expressed her deep respect for retired state apparatus, acknowledging their contribution to laying the foundation for Indonesia’s bureaucratic progress. “Every advancement in today’s bureaucracy stands on the footsteps, long dedication, and drops of sweat of state apparatus who have upheld the Republic of Indonesia,” she stated during the 15th National Conference and 64th anniversary of the National Association of Retired State Apparatus (PWRI) in Jakarta. She noted that the wisdom and exemplary conduct of retired personnel are high-value national assets. Although they have entered retirement, their experience remains relevant in accompanying bureaucratic transformation and inspiring the current generation of civil servants who continue the baton of service. The Minister explained that the government is accelerating bureaucratic reform through thematic and digital approaches, structuring merit-based ASN management, and improving public service quality. “However, this transformation is not solely supported by technology and regulation; it also requires character, experience, and exemplary conduct,” she said. In the context of Law Number 20 of 2023 concerning ASN, Rini referred to retired personnel as real examples of individuals who have fulfilled the ASN function as implementers of public policy, public servants, and unifiers of the nation. “We are transforming not to replace old values, but to preserve and continue the basic values of BerAKHLAK that you have inherited,” she added. To ensure these values endure, the Minister entrusted three messages to PWRI. First, PWRI must continue to be a guardian of the values of ASN service. Second, PWRI should strengthen its role as a strategic partner to the government. Third, PWRI is asked to continue strengthening national unity and optimism towards the vision of Indonesia Emas 2045. The Acting Chairperson of PWRI, Setyanto P. Santosa, affirmed that the organisation no longer has institutional barriers, only a spirit of brotherhood based on shared service to the nation. Minister Rini also stressed that the state is obliged to ensure a dignified retirement for civil servants, in line with the mandate of the ASN Law which regulates pension and old-age security as a form of income protection and recognition for their service.
