Minister PANRB: KPK's 'Integritous ASN' Programme Strengthens Anti-Corruption Values
Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB) Rini Widyantini has expressed appreciation for the Corruption Eradication Commission (KPK) in developing the Integritous ASN programme to align anti-corruption values, ensure rule-based work practices, and prioritise public interest. Rini stated that the Integritous ASN programme is in line with President Prabowo’s directive regarding the improvement of ASN competence. “The KPK’s initiative in developing the Integritous ASN Programme deserves appreciation as an effort to strengthen the integrity culture of ASN through a digital learning approach that reaches ASN broadly,” Rini said in her statement in Jakarta on Wednesday. This was conveyed during a meeting with KPK Chairman Setyo Budiyanto at the Ministry of PANRB Office in Jakarta on Tuesday (9/6). The Integritous ASN programme is relevant to the agenda of ASN competence development and the reinforcement of the core BerAKHLAK values. This development is a digital learning module designed to reach all ASN. The KPK has established nine anti-corruption values (honesty, care, independence, discipline, responsibility, hard work, modesty, courage, and fairness) that must be internalised by every ASN. Rini appreciated the digitalisation of this competence development. Out of approximately 6.7 million ASN, 79 percent are regional ASN. The digital learning approach is an option to expand the reach of ASN competence development more effectively. This programme supports Indonesia’s efforts to meet the Organisation for Economic Co-operation and Development (OECD) standards in the field of Public Integrity and Anti-Corruption (PIAC). “Especially regarding capacity building and integrity education for public officials,” she said. She noted that the programme requires further discussion regarding a national implementation scheme targeting around 6.7 million ASN. This scheme necessitates system readiness, monitoring mechanisms, and integrated participant data management. Furthermore, integration into the InaGOV platform needs to be discussed further with the National Institute of Public Administration (LAN) and the National Civil Service Agency (BKN). “This programme has the potential to become a supporting instrument in efforts to build ASN who are integritous and adaptive to governance challenges,” Rini added. During the meeting, KPK Chairman Setyo Budiyanto explained that the frontline of an integritous bureaucracy is the ASN. The programme utilises digital modules and has been implemented through collaboration between the KPK and relevant ministries/agencies. “The hope is certainly anti-corruption behaviour. The KPK encourages an anti-corruption movement based on family values, shaping a culture of honesty starting from the household environment of ASN,” Setyo said.
