Minister PAN-RB: Bureaucracy Must Be Part of Accelerating Indonesia's Aspirations
Minister for Administrative and Bureaucratic Reform (PAN-RB) Rini Widyantini has said the bureaucracy must be part of efforts to accelerate the realisation of Indonesia’s aspirations in the future. In her view, the bureaucracy must not become an obstacle to achieving this.
“When we talk about bureaucracy, it must be part of accelerating the aspirations of the Indonesian nation. Not as a bureaucracy that is part of what slows things down,” Rini said at the Indonesia Punya Kita event on Wednesday (19/8/2026).
She said that to achieve this, a number of aspects need to be improved, namely ensuring organisations work in accordance with applicable regulations and encouraging increased integrity among the state civil apparatus (ASN).
“First, from the bureaucratic machinery. The bureaucratic machinery, how the organisation is, how its performance is, and also its governance (need to be improved),” Rini explained.
She said improving ASN integrity also needs to be done so that the bureaucracy is able to play a strategic role in realising Indonesia’s aspirations. This is because ASN are the front line in providing public services to the community.
“The second is the strategy towards its people. So, the people must be improved, their talents systematically improved. Then how we encourage the integrity of ASN,” she explained.
She said her ministry is also encouraging adaptation to the times through the use of digital technology. According to her, the use of digital technology can provide convenience and increase speed for the public in dealing with bureaucracy.
“That is why one of my programmes is to carry out digital services. Digital government services. Then the last is to provide multi-channel services,” she explained.
“So, from all of this, if we interpret bureaucracy in this Independence, in my imagination it is that the public is made easier in obtaining services from the government. The state must always be present. So, the public must see that ‘oh, it turns out I get easy services’,” she continued.
To encourage bureaucratic reform, Rini said her ministry is open to receiving input and criticism from the public. In fact, the Ministry of PAN-RB provides a special platform for the public who wish to report bureaucratic obstacles they have experienced. The special platform is LAPOR!.
“We also provide what is called LAPOR!. Its name is LAPOR! www.lapor.co.id. So, we can open it, the public, if they want to make complaints, we can enter into LAPOR!,” Rini said.
She said the platform is also already integrated with many government agencies. Through this integration, it is hoped that problems experienced by the public can be resolved immediately.
“So, for example, if there is a complaint about public services, you can go to www.lapor.co.id, which is already connected to more than 500 government agencies,” she said.
She said the public can also utilise the Public Service Mall facilities that are already spread across various regions. These services aim to help the public more easily access and deal with bureaucracy.
“We have already built more than 313 Public Service Malls,” she said.
She explained that these various innovations were deliberately introduced to provide convenience of services to the public.
“Because I see that whatever we do, ultimately the end goal is how we provide services to the public,” she concluded.
