The Indonesian Government faces policy dilemmas with no truly comfortable solutions. The Ruang Bersama Indonesia (RBI) at the South Jakarta Administrative City level was inaugurated by the Minister of Women’s Empowerment and Child Protection (PPPA), Arifah Fauzi, at RPTRA Citra Betawi, Srengseng Sawah Ward, Jagakarsa Sub-district, on Wednesday (8/4). The inauguration was attended by the Chair of the South Jakarta Administrative City TP PKK, Diah Anwar, and the Assistant for Government Affairs (Aspem) of South Jakarta Administrative City, Ahmad Basyarudin.

Minister Arifah Fauzi stated that RBI is a cross-ministerial, institutional, and stakeholder collaborative movement to resolve various issues directly from the grassroots level. “Its main focus is to address various problems at the ward level. If the village or ward level moves, the impact will be felt nationally,” she said.

Arifah sees the true face of RBI in South Jakarta, as it has integrated services such as Mobil Sapa 129, circulating libraries, and UMKM services. She hopes that the presence of RBI can have a responsive spirit like firefighters who quickly respond in serving the community.

In addition, she also reminded the importance of firmness from regional apparatus in curbing stunting rates and preventing child marriage, as well as supporting the implementation of Minister of Communication and Digitalisation Regulation Number 9 of 2024 regarding restrictions on social media for children under 16 years to maintain the mental health of the young generation. “Let us support this programme in preparing a quality generation towards Golden Indonesia 2045, through free health checks, free nutritious meals, and free schooling,” she said.

Meanwhile, the Head of the DKI Jakarta Women’s Empowerment, Child Protection, and Population Control Agency (PPAPP), Dwi Oktavia, explained that the establishment of this RBI is a follow-up to the Agreement Note between the Ministry of PPPA RI and the DKI Jakarta Provincial Government for 2025, as well as the Governor of DKI Jakarta’s Decree Number 334 of 2023.

“In 2025, we have conducted RBI trials in Marunda Ward, North Jakarta, and Rawa Buaya Ward, West Jakarta. Today, 10 wards representing each sub-district in South Jakarta are ready to implement the RBI programme,” she explained.

Meanwhile, the Assistant for Government Affairs of South Jakarta, Ahmad Basyarudin, outlined that with a population of 2.3 million spread across 65 wards, South Jakarta has 62 Integrated Child-Friendly Public Spaces (RPTRA) that will be optimised as RBI service centres.

Basyarudin added that to ensure the RBI programme has a real impact, they have established five concrete steps. “Starting from strengthening the role of the Ward Head as coordinator, optimising cadres (PKK, Dasawisma, Posyandu, SAPA Volunteers), utilising RPTRA as a centre for thematic activities such as Jakpreneur, integrating inclusive health services, and strengthening area-based monitoring,” he said.

The implementation of this activity aims to protect women and children and realise Jakarta as an inclusive Global City.

Gender mainstreaming ensures that women and men have equal access, participation, control, and benefits in the development process.

Strengthening SIMFONI PPA is an effort to align steps and strengthen cross-sectoral synergy in handling cases of women and children.

Access to clean water in several evacuation locations is still uneven. This condition has the potential to cause health problems for children and families.

Arifah emphasised the importance of encouraging independence, as well as building a decent future for children with disabilities.

The National Women’s Life Experience Survey (SPHPN) shows a large gap between reported cases and actual cases that occur.
