Minister of Trade prepares three new regulations for natural resource exports

The Minister of Trade, Budi Santoso, has stated that his department has prepared three Ministerial Regulations (Permendag) regarding the export of natural resources. These regulations will cover three strategic commodities: crude palm oil (CPO), coal, and ferroalloy.

“The ministerial regulations are ready. We are creating three separate regulations for export provisions: one for CPO, one for ferroalloy, and one for coal,” Budi said in Jakarta on Thursday.

Budi explained that the natural resource export regulations will be implemented gradually through a six-month transition period, running from 1 June to 31 December 2026. He emphasised that the new regulations will not alter existing export requirements or procedures, including the Domestic Market Obligation (DMO) for CPO exporters.

“The DMO regulations remain unchanged. Therefore, as of 1 January, the DMO responsibility will simply shift from private entities to the export SOE, PT Danantara Sumberdaya Indonesia (DSI),” he clarified.

Starting 1 June 2026, the export of these three strategic commodities—CPO, coal, and ferroalloy—will be managed by PT Danantara Sumberdaya Indonesia (DSI) acting as the national export SOE. This policy will be implemented via a phased transition. During the first three months of the transition, businesses currently engaged in exporting can continue their activities as usual, though all reporting must be submitted to DSI. Subsequently, from 1 September to 31 December 2026, exporters that are prepared may fully transfer their export activities to DSI. He reaffirmed that from 1 January 2027, all exports for these three commodities must be conducted through DSI.
