Jakarta, CNBC Indonesia - The Minister of Public Works (PU), Dody Hanggodo, has revealed plans to build 186 at-grade railway crossings that will be converted into non-level crossings, either in the form of flyovers or underpasses. Dody continued that of those 186 at-grade crossings, 130 remain unconverted.

“As far as we know, there are thousands of at-grade crossings in Indonesia, but they are divided up—some fall under local government jurisdiction, others under central or national government. The national ones total around 186, and some have already been addressed, leaving about 130 that we haven’t worked on yet,” said Dody when met by reporters at the RI House of Representatives building on Wednesday (13/5/2026).

Dody added that the 130 unconverted crossings will be built gradually by the Ministry of Public Works.

“We will handle these 130 crossings in stages, according to budget availability. For example, the crossing near Bekasi Timur Station, which is urgent—the land obligation there lies with the local government (Pemda), so we can discuss it with the Pemda because at-grade crossings typically face issues like very expensive land or others. We can talk it over with the Pemda,” he explained.

His side continued that the conversion of at-grade crossings to non-level ones could take the form of flyovers or underpasses. However, Dody revealed that flyovers are the best option because their construction costs tend to be cheaper.

“Mostly, the easiest is flyovers, because they’re cheaper; underpasses are a bit more difficult. But it’s not certain that all will be flyovers—it depends on local conditions and land readiness,” he stated.

Dody also explained that the government has prepared a budget of around Rp 4 trillion to support the construction of flyovers and underpasses at at-grade crossings.

This follows a statement by President Prabowo Subianto after the train collision tragedy at Bekasi Timur Station some time ago. However, the budget is still in the form of a blanket or general allocation and will only be disbursed once the land and project design are ready.

“If the land is ready and the design is ready, then we’ll request it,” said Dody.

He emphasised that the government will determine priority projects together with the Ministry of Transportation (Kemenhub) and other related ministries.

According to Dody, the projects to be accelerated are at-grade crossings with the highest priority levels to be addressed immediately in order to improve traffic safety.

“We’ll discuss with the Minister of Transportation and the Minister of State Secretariat which ones are super-super priority, and we’ll work on them quickly,” he concluded.
