Minister of Public Works Frankly Reveals Why Indonesia's Longest Toll Road Lacks Investors

The longest toll road project in Indonesia, Gedebage-Tasikmalaya-Cilacap (Getaci), remains unbuilt to this day. Not a single investor has shown interest in the toll road project, which is planned to span 206.65 km.

Minister of Public Works (PU) Dody Hanggodo has openly discussed the reasons why investors are not interested in the Getaci Toll Road project. According to him, the low interest from investors in the project is generally due to projections of traffic or road usage levels that are deemed unattractive.

“Usually, if a project we offer doesn’t attract much interest, it’s because the traffic is low,” said Dody when met by reporters at the Ministry of Public Works office on Friday (10/4/2026).

Dody explained that typically, when an infrastructure project lacks interest, the government would provide construction support (chip in) to increase its appeal. However, this cannot be done due to budget limitations.

“If the traffic is low, to make it still attractive, the government chips in. But with the current budget constraints, the government’s chip in has been sidelined,” he stated.

Instead of using the budget for chipping in on the Getaci Toll Road project, the Ministry of Public Works is currently considering accelerating the construction of other priority projects. One of them is speeding up construction on the Cibeet Dam and Cijurey Dam projects to reduce flood risks in the Bogor Regency, Karawang, and Bekasi areas.

“Whether it’s better for us to, for example, chip in on Getaci or accelerate Cibeet and Cijurey so that Karawang and Bekasi won’t flood again in the future,” said Dody.

According to detikcom records, the Getaci Toll Road has been a National Strategic Project (PSN) since 2020. Previously, the toll road project had failed auctions several times and is currently in the review stage before being auctioned again.

Besides the Getaci Toll Road, the Gilimanuk-Mengwi Toll Road in Bali is another inheritance PSN from Jokowi that is now entering the strategic projects of Prabowo. Similar to the Getaci Toll Road, this toll road has also failed auctions several times.
