The launch of the Minister of Housing and Settlement Areas (PKP) Decree on Subsidised Flats will seek an appropriate time.

Jakarta (ANTARA) - Minister of Housing and Settlement Areas (PKP) Maruarar Sirait revealed that the Draft Minister of PKP Decree on Subsidised Flats has been completed.

“The essence is that everything is ready, as we have held meetings to gather inputs from the Ministry of Finance, from Danantara, from SOEs, then also from the banking ecosystem, housing developers, and especially from prospective residents,” said Maruarar, or Ara as she is known, during a press conference in Jakarta on Wednesday.

She also added regarding when the launch of the Minister of PKP Decree on Subsidised Flats will seek a suitable time for announcement.

“The essence is that it is already complete,” she said.

For information, Minister of Housing and Settlement Areas (PKP) Maruarar Sirait reaffirmed her commitment to delivering a subsidised flats policy that favours the people through an inclusive and participatory process.

The Minister of PKP stated that before signing the policy, the government actively absorbed inputs from various stakeholders, ranging from the public, banking, developers, contractors, to institutions such as Danantara and the Presidential Staff Office (KSP).

In the policy draft, the government ensures several important breakthroughs to facilitate public access to subsidised vertical housing. One of the main points is the certainty of financing tenor up to 30 years with an interest rate targeted at 6 percent.

In addition, the subsidised flats development system will use an indent scheme that has received support from banking, developers, and related institutions.

Not only from the financing side, the government also introduces innovations in design and habitability aspects.

The size of subsidised flats units will be expanded to a maximum of 45 square metres, from the previous range of only 21 to 36 square metres. With this scheme, flats units are possible to have two to three bedrooms, making them more suitable for families.

Ara also emphasised the importance of directly hearing the voices of flats residents, particularly regarding management costs such as Environmental Management Fees (IPL), electricity and water tariffs.

She also received various proposals from banking regarding advanced schemes such as rent to own and the development of a secondary market for subsidised flats to expand housing ownership access for the public.

As an initial target, the government through BP Tapera targets the realisation of agreements for around 10,000 subsidised flats units in 2026.

This programme is expected to be a strategic step in reducing the housing backlog, especially in urban areas.
