Minister of State Apparatus Utilization and Bureaucratic Reform (PANRB) Rini Widyantini has outlined her ministry’s policy direction in line with the 2026 Government Work Plan (RKP). The RKP 2026 carries the theme of Food and Energy Sovereignty as well as a Productive and Inclusive Economy. “We support the RKP 2026 through five main agendas, namely strengthening bureaucratic reform and performance accountability, institutional restructuring and business processes, transformation of civil servant (ASN) management, public service transformation, and strengthening digital government governance,” said Rini in a press release received by Kompas.com on Wednesday (1/4/2026). The statement was delivered by Rini during a Working Meeting with Commission II of the House of Representatives (DPR RI) on the 2026 Work Programme and Follow-up on BPK Audit Results in Jakarta on Tuesday (31/3/2026). All PANRB Ministry programmes are not only to meet internal targets but are also directed as levers for achieving Indonesia Emas 2045. In strengthening bureaucratic reform and performance accountability, the PANRB Ministry targets an accountable bureaucracy that impacts society. Bureaucratic reform is supported by strong institutions and integrated business processes. “The PANRB Ministry targets an organisational structure that is appropriately functional, efficient, and synergistic, as well as adaptive and measurable governance,” Rini explained. Rini emphasised that her apparatus will align the structure and institutional governance of agencies with the government’s priority programmes and development priorities. Rini also explained the concept of flexible working arrangements (FWA) for ASN, which is currently being discussed in public forums. In addition to responding to global conditions, FWA aims to accustom ASN to achieve work outcomes not based on attendance, but on performance. This concept does not equate FWA with holidays. ASN still have targets that must be met. Rini also assured that essential public services will not be disrupted by the implementation of this concept.
