Minister of PAN-RB Reveals Low Interest in Part-Time PPPK Selection
The Minister of Administrative and Bureaucratic Reform (PAN-RB), Rini Widyantini, has revealed issues regarding the status of Part-Time Government Employees with Work Agreements (PPPK Paruh Waktu), which have not yet been utilised effectively. This is evidenced by the low number of participants in the part-time PPPK selection process.
Rini explained that since 2022, data from the National Civil Service Agency (BKN) showed 1,789,051 non-ASN workers as the basis for the 2024 PPPK requirements. However, government agencies only proposed 1,071,111 formations.
“From the 1,78M non-ASN employees we have recorded since 2022 in the BKN data, the government or relevant agencies only proposed 1,017,111 formations,” Rini stated during a hearing with Commission II of the House of Representatives (DPR RI) on Monday.
Rini continued that based on this, an initial selection stage was conducted. Unfortunately, only 689,826 people participated for several reasons.
“We then conducted the initial selection stage, but we only obtained 689,826 participants because some did not register for the opened formations, and others had their formations or implementation delayed by the relevant agencies,” she added.
Subsequently, Rini requested the Minister of Home Affairs, Tito Karnavian, to ensure that regional heads re-check for any additional required formations. However, the number of participants in that selection was only 186,562.
“We opened a second selection stage for those not accommodated in stage one, including non-ASN workers who did not pass the CPNS exam and non-ASN workers who have been active for at least two years, but we only received 182,562 participants,” Rini explained.
Consequently, employees who participated in the selection process but could not proceed because certain agencies delayed the opening of formations will be appointed as Part-Time PPPK.
Based on the Minister of PAN-RB Regulation (Permen PAN-RB) Number 16 of 2025, a total of 1,251,252 part-time PPPK workers will be assigned a PPPK identification number (NIP) and a one-year work agreement.
“For non-ASN workers who participated in the selection but did not receive a formation because it was not proposed by the relevant government agencies, they will be appointed as Part-Time PPPK. Based on PAN-RB Regulation Number 16 of 2025, we have accepted 1,251,252 workers; therefore, they will still be provided with a PPPK NIP and a minimum contract of one year,” she concluded.
