Minister of Hajj and Umrah to Negotiate with Airlines After Hajj Flight Costs Rise by Rp 1.77 Trillion
Minister of Hajj and Umrah (Menhaj) Mochamad Irfan Yusuf has confirmed that the increase in Hajj flight costs due to rising aviation fuel prices will be borne by state finances. However, the technical details of whether this will use the state budget (APBN) or other sources have not yet been decided.
“State finances, it could be APBN or others. But in general, we are ready for state finances. From state finances,” said Irfan after a meeting with the DPR’s Commission VIII at the parliamentary complex in Senayan on Tuesday (14/4/2026).
Irfan stated that his side is still in the process of negotiating with the airlines to obtain the real figure for the cost increase. For now, the calculation of the price rise is Rp 1.77 trillion.
“It’s clearly not an addition (to pilgrims’ costs). No addition. But we are trying to negotiate the real figure that needs to be adjusted,” he said.
Meanwhile, the Chairman of Commission VIII of the DPR, Marwan Dasopang, said that it has not yet been agreed whether the additional costs will use the APBN or not. The Ministry of Hajj is still asked to calculate precisely the needs for the cost increase.
“Not yet. Earlier, the point we made was a bit flexible because the figures are not certain yet. We asked the government or the Minister of Hajj to go back and calculate comprehensively how much is actually needed,” said Marwan.
However, the main point is that the Hajj cost increase comes from state finances. It is ensured that the flight cost increase will not be passed on to the pilgrims.
“The essence is everything from the government. The source is what we don’t know yet, whether APBN or state finances from where, for example from SOEs or Danantara,” he said.
“Therefore, we mention from state finances. State finances can be APBN or other sources. But in terms of using additional budget from the state, it must be well coordinated so as not to conflict with laws and other regulations,” he added.
Previously, Minister of Hajj Irfan Yusuf requested approval for the Rp 1.77 trillion Hajj funding source. This was conveyed in a working meeting with Commission VIII of the DPR on Tuesday (14/4).
“In aggregate, the total cost has jumped from Rp 6.69 trillion to Rp 8.46 trillion, or an increase of Rp 1.77 trillion. Alhamdulillah, the President has emphasised that this cost surge should not be burdened on the pilgrims,” said Irfan.
The Ministry of Hajj is coordinating with the Attorney General’s Office regarding the legality of the funding source. Several alternative funding sources have been prepared to accommodate this, such as from the APBN.
“In order to accommodate the above condition, we hope that at this working meeting opportunity with Commission VIII of the DPR RI, it can be approved and decided regarding the amount and source of funding to meet the cost adjustment,” he said.
