Jakarta, CNBC Indonesia - For more than three decades, the government through the Ministry of Environment and Forestry has implemented the PROPER programme, as a performance assessment initiative that encourages companies not only to comply but to seriously pursue sustainability. PROPER is also described as one form of democracy in the supervision and management of the environment.

To that end, Minister of Environment Hanif Faisol Nurofiq delivered an important message to the recipients of PROPER Blue, Green, and Gold awards. He praised the companies that have received the Blue rating for their serious contributions to enhancing environmental resilience.

“To the company leaders and CEOs who today received the Green rating, thank you. PROPER has become part of the compliance efforts that have seriously contributed to building many aspects, from resource efficiency, pollution prevention, and various activities that can directly or indirectly build the community economy,” Hanif stated in his speech at the PROPER Environmental Awards on Tuesday (7/4/2026).

He emphasised that the implementation of PROPER is a manifestation of the Minister of Environment’s duties mandated in Law No. 32 of 2009. According to him, engaging environmental enthusiasts is one way to encourage improvements in environmental management quality.

“We are well aware that with 74,000 business units obligated to conduct UKL-UPL and AMDAL, it is far beyond our reach to supervise their environmental arrangements. The total number of environmental supervisors and enforcers nationwide is not more than 3,000, from district/city, provincial levels to the Ministry of Environment,” he explained.

Given the gap between the number of supervisors and business units, such aspects must certainly receive attention. Therefore, the 74,000 business units with UKL-UPL and AMDAL are required to report regularly. This way, supervision can still be conducted every six months, accompanied by the necessary aspects.

“Through the electronic reporting information system, we will develop a broader reach by combining it with environmental compliance ranking assessments. This assessment will certainly be extensive, involving district/city governments and provincial governments,” Hanif said.
