Jakarta (ANTARA) - The Minister of Communication and Digital, Meutya Hafid, stated that although budget efficiency measures are ongoing within the Ministry of Communication and Digital (Kemkomdigi), this will not disrupt the achievement of performance targets in the digital sector.

“There is a trend showing strong efficiency efforts, but God willing, the achievements will not be disturbed,” Meutca said in a statement received in Jakarta and confirmed on Wednesday.

Meutya also conveyed this during a Working Meeting with Commission I of the Indonesian House of Representatives (DPR RI) at the Parliament Complex, Central Jakarta, on Tuesday (1/9).

Furthermore, she explained that the ministry’s budget allocation has shown a tightening of expenditure over the last few years. The budget for the Ministry of Digital Communications, previously known as the Ministry of Communication and Informatics (Kominfo), was recorded at IDR 15.8 trillion in 2023 and reached IDR 19.6 trillion in 2024.

The allocation has since been adjusted to IDR 11 trillion for 2025, IDR 10 trillion for 2026, and a budget ceiling of IDR 11.52 trillion for 2027.

This commitment to efficiency is evidenced by the consistent annual increase in budget absorption performance. The budget realisation for Kemkomdigi was recorded at 89.84 per cent in 2023, rising to 92.65 per cent in 2024, and reaching 94.95 per cent in 2025. For 2026, absorption as of 28 August 2026 had reached 60.49 per cent, with a year-end target of approximately 95 per cent.

Regarding revenue, Kemkomdigi has also demonstrated productivity by continuously exceeding targets for Non-Tax State Revenue (PNBP). The ministry’s PNBP realisation reached IDR 26.52 trillion in 2023, IDR 30.68 trillion in 2024, and IDR 29.3 trillion in 2025.

This increase in state revenue contribution occurred alongside a reduction in the ministry’s use of PNBP re-utilisation permits. The proportion of the ministry’s PNBP usage permits decreased gradually from 30.05 per cent in 2023, 28.88 per cent in 2024, 5.58 per cent in 2025, 5.39 per cent in 2026, and is projected to reach approximately 3 per cent by 2027.

On the same occasion, the Secretary General of Kemkomdigi, Ismail, detailed the 2027 budget ceiling at IDR 11.517 trillion. This allocation is divided into four main programmes: strengthening digital infrastructure at IDR 6.47 trillion; the digital ecosystem and space at IDR 2.958 trillion, including the maintenance of the National Data Centre (PDN); public communication and media at IDR 20 billion; and management support at IDR 2 trillion.

Secretary General Ismail added that the ministry has drafted a sharpened requirement for the 2027 fiscal year amounting to IDR 14.753 trillion to oversee national priority programmes and comprehensive infrastructure equality. This proposed increase aims to cover a budget deficit of IDR 3.23 trillion, which includes operational support for quasi-public institutions such as the Indonesian Broadcasting Commission (KPI), the Central Information Commission (KIP), and the Press Council.
