A circular from the Minister of Basic and Secondary Education (SE Mendikdasmen) Number 7 of 2026 on the assignment of non-ASN teachers or honorer teachers is considered to provide assurance for non-ASN teachers to resume teaching to maintain the continuity of learning in schools.

The Head of the Education and Culture Office of Gorontalo Regency, Abdul Waris, stated that the policy of relaxing the re-assignment of honorer teachers is very helpful for local governments in maintaining the continuity of education services.

“Through the Circular of the Minister of Basic and Secondary Education Number 7 of 2026, local governments are again permitted to assign non-ASN teachers to educational units. This policy is very helpful for regions in maintaining the continuity of the teaching and learning process,” said Abdul Waris.

He explained that the Gorontalo Regency Government, together with the Regent of Gorontalo, Sofyan Puhi, has reassigned 388 honorer teachers to return to teaching in educational units. According to Abdul Waris, the presence of non-ASN teachers is still very much needed because Gorontalo Regency is still experiencing a shortage of teaching staff in various educational units. “In principle, Gorontalo Regency still needs additional teaching staff. Therefore, we welcome this policy very well to maintain the quality of education services for our children,” he clarified.

The Acting Head of the Provincial Education Office of Bangka Belitung, Saiful Bahri, expressed appreciation for the central government’s step, which is seen as providing assurance for the continuity of honorer teachers’ duties in the regions.

“Since last month, we have received the Circular from the Minister of Basic and Secondary Education Number 7 of 2026 on the relaxation of re-assigning non-ASN teachers. This is something we are grateful for and appreciate because it is very helpful for the regions,” said Saiful.

He explained that currently, there are 51 honorer teachers funded through BOS funds in Bangka Belitung Province. In addition, there are other teachers whose funding has been assisted through contributions from parents or guardians of students.

“With this circular, we are optimistic that non-ASN teachers can continue to carry out their duties as they should. We believe the central government will continue to prepare follow-up steps to ensure the continuity of their assignments,” he added.

The Head of the Education and Culture Office of Pangkal Pinang City, Irwandi, stated that local governments are greatly assisted by the issuance of the SE Mendikdasmen, which provides a clear legal basis for funding honorer teachers through BOS funds until the end of 2026.

“We express our thanks to the Ministry of Basic and Secondary Education for striving to find solutions to the teacher problems in the regions. With the issuance of this circular, we are very assisted because at least we have a policy basis to make payments using BOS funds until 31 December 2026 for teachers registered in Dapodik,” said Irwandi.

He also explained that the Pangkal Pinang City Government (Pemkot) has transferred the funding for part-time PPPK teachers, which previously used BOS funds, to the regional budget for nearly 80 people since January 2026. Furthermore, he stated that Pemkot Pangkal Pinang has also inventoried 15 primary school teachers and 2 junior high school teachers who are still funded through BOS funds in accordance with the provisions of the SE Mendikdasmen.

In addition, Irwandi mentioned that the need for teaching staff in Pangkal Pinang City is still quite high. “We still need approximately 265 teachers and educational personnel to support the implementation of teaching and learning activities in Pangkal Pinang City,” he said.

For local governments, the SE Mendikdasmen that emphasises the re-assignment of non-ASN teachers or honorer teachers provides assurance so that classrooms remain filled with teachers and education services for Indonesian children can continue.
