Minister Launches ETLE Hub to Accelerate Handling of ODOL Vehicles
Transport Minister Dudy Purwagandhi has launched the Electronic Traffic Law Enforcement Hub (ETLE Hub) as a step to accelerate the handling of over-dimension and over-loading (ODOL) vehicles through technology-based law enforcement, in order to improve national transport safety.
“Hopefully this step (the launch of ETLE Hub) will further strengthen safety, order, and governance of goods transport in Indonesia,” the Minister said at the launch of the ETLE Hub as a modern and integrated system for monitoring and enforcing the law on goods transport vehicles in Jakarta on Monday.
The government considers the problem of ODOL vehicles to be a shared concern because it increases the risk of accidents, accelerates damage to roads and bridges, disrupts traffic order, and causes losses that ultimately must be borne together.
“Therefore, the handling of over-dimension and over-loading must be carried out consistently and comprehensively,” he said.
According to the Minister, the handling of ODOL vehicles must be carried out consistently and comprehensively in order to create a goods transport system that is more orderly, safe, efficient, and sustainable.
He said field supervision remains necessary, but the increasing number of vehicles and the extent of the road network require technological support and increasingly strong and accurate data integration.
The Minister explained that Law Number 22 of 2009 provides the basis for the use of electronic equipment in the enforcement of traffic violations, making supervision more effective and transparent.
Through the ETLE Hub, which is integrated with Weight in Motion (WIM) technology, vehicle data, dimensions, loads, and violations can be recorded as a basis for law enforcement in accordance with applicable regulations.
According to the Minister, the system also provides a more accountable monitoring process because all traces of violations are well documented and can be evaluated periodically by the government.
He stressed that the ETLE Hub is not the final goal, but rather an important instrument in supporting the national agenda towards zero ODOL by 2027.
The Minister hopes that the launch of the ETLE Hub will strengthen safety, order, and governance of goods transport so that the public can use the roads more safely and comfortably every day.
He explained that the ETLE Hub will impose sanctions in the form of fines of up to Rp500,000 for violators of over-dimension and over-loading (ODOL) vehicles, as well as the threat of blocking the Vehicle Registration Certificate (STNK) for violators who do not confirm when they receive a violation notice.
However, these enforcement provisions will only come into effect on 1 January 2027, in line with the implementation of the Zero ODOL 2027 policy being prepared by the government.
Before law enforcement is implemented, the government will focus on a socialisation phase until December 2026 following the launch of the ETLE Hub, so that no enforcement or fines will yet be imposed on violators.
