Minister: Land Certification for Low-Income Earners Protects Assets

Jakarta - Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (ATR/BPN) Nusron Wahid has stated that accelerating land certification for low-income communities (MBR) through a Joint Circular (SEB) is a form of asset protection. “We want to ensure that the public not only has a decent home but also legal certainty over their land. This way, the benefits of government programmes can be fully realised,” said Minister Nusron in Jakarta on Tuesday. The SEB was signed by the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency, the Minister of Housing and Settlement Areas, and the Head of the Central Statistics Agency (BPS) concerning the Acceleration of Cross-Sector Land Registration for MBR. According to him, the SEB regulates the synergy between the Ministry of ATR/BPN, the Ministry of Housing and Settlement Areas, and BPS, starting from data provision, facilitation, to verification of beneficiary data. The Ministry of ATR/BPN, together with BPN Regional Offices and District/City Land Offices, will support the process to ensure that cross-sector land registration can be carried out more quickly and accurately. “Through the signing of this SEB, the Ministry of ATR/BPN fully supports the implementation of accelerating cross-sector land registration for low-income communities,” said Nusron. The land certification programme for MBR is divided into three clusters: the Government Assistance Programme, the Banking Financing Programme through the Housing Financing Liquidity Facility (FLPP), and the Independent Cluster. Minister Nusron explained that his ministry is currently prioritising the completion of certification based on data from the Self-Help Housing Stimulant Assistance (BSPS) programme from 2015 to 2024, which covers approximately 1.1 million beneficiary houses. “From these 1.1 million houses in the 2015-2024 period, this is our first target. We will also complete certification based on BSPS data for 2025, totalling 45,000 beneficiary houses, as well as BSPS data for 2026, totalling 400,000 beneficiary houses,” said Minister Nusron.
