Indonesia is hosting the World Congress on Probation and Parole (WCPP) 2026, attended by delegations from 44 countries. At WCPP 2026, Minister of Immigration and Corrections Imipas, Agus Andrianto, spoke on the importance of the restorative justice concept in building the legal system.

Agus stated that there is currently a paradigm shift in sentencing that no longer focuses solely on imprisonment, but also on data-based approaches and rehabilitation. According to him, the restorative justice concept is key to building a legal system that not only provides deterrence, but also restores social relationships between perpetrators, victims, and society.

This approach, Agus explained, is expected to create a safer society through strengthening the role of guidance and supervision by the Corrections Agency.

The WCPP 2026, held in Bali on Tuesday (14/4/2026), according to him, also serves as a strategic forum for global corrections stakeholders to exchange experiences, formulate more effective guidance models, and compile recommendations as references for global best practices, particularly in the development of alternative sentencing and conditional release.

On the same occasion, the Coordinating Minister for Law, Human Rights, Immigration, and Corrections, Yusril Ihza Mahendra, attended as a keynote speaker. He affirmed that there is no single probation system model that can be applied universally.

Therefore, forums like WCPP, Yusril explained, are important as spaces for cross-country dialogue to learn from each other and enrich national policies. He also emphasised that modern justice systems must balance law enforcement, victim protection, public safety, and opportunities for offender reintegration.

In that context, strengthening community guidance becomes an important part of reforming the criminal justice system to be more just and sustainable.

The hosting of WCPP in Bali also featured works by inmates as part of self-reliance guidance programmes. These products attracted attention from delegates and are expected to open international promotion opportunities.

Through this forum, Indonesia not only acts as host, but also as part of the global community actively driving the transformation of corrections systems towards more inclusive, collaborative, and recovery-oriented approaches.
