Minister for Administrative Reform: Not All Civil Servants Eligible for Reserve Component, Requirements and Quotas Apply

Minister for Administrative and Bureaucratic Reform (MenPAN-RB) Rini Widyantini has explained that not all civil servants (ASN) are eligible to participate in Reserve Component (Komcad) training. Rini outlined specific requirements that each individual must fulfil.

“Not all ASN employees can become Komcad members. There are requirements stipulated in the law. Even the Ministry of Defence has set quotas,” Rini said at the MenPAN-RB office in Jakarta on Tuesday (24/2/2026).

Rini stated that the training would last approximately 30 to 45 days. She emphasised that public services would continue to operate during the training period.

“There are indeed concerns about public services. Public services must continue to run, of course, but there is an obligation for us to participate — it’s not as though one joins Komcad and immediately deploys,” she said.

Rini explained that the mechanism for becoming a Komcad member allows civil servants to either volunteer or be nominated. However, even volunteers must meet additional requirements.

“It can be through assignment, but it can also be voluntary. However, if someone volunteers but does not meet the requirements, they still cannot participate,” she said.

The Ministry of Defence has announced that 4,000 civil servants will be trained as Komcad members starting in April. The ministry has requested 49 ministries and agencies to submit the names of civil servants to be trained.

“Perhaps towards the end of next month, around April, we will begin,” she added.

Donny explained that the names submitted by ministries and agencies would undergo a selection process first. The training is expected to last approximately two months.

“I believe this will be aligned with their duties as civil servants. This is only about two months of Komcad training. After that, they return to carrying out their duties as civil servants. So there will be no obstacles or conflicts with their duties going forward,” he said.
