Minister Ensures Transparency in Sumedang Housing Aid Programme Through Open Tender Scheme

Minister of Housing and Settlement Areas (PKP) Maruarar Sirait has ensured that the implementation of the Self-Help Housing Stimulant Assistance (BSPS) programme in 2026 in Sumedang Regency, West Java, will run transparently through the application of the Open Shop Selection (PTT) scheme. In a statement received in Sumedang on Monday, Maruarar, known as Ara, said the scheme gives the community the opportunity to compare material prices and negotiate with shops, so that budget efficiencies can be returned to the beneficiaries. “(In the PTT scheme) there is a comparison of shops, prices are transparent, the people are taught to negotiate with shops, assisted by us so they can get more. The profits are also returned to the people,” he said. He stated that the government has also added assistance in the form of paint for the BSPS implementation in Sumedang, resulting in a budget efficiency of around Rp6 million that beneficiaries can use to purchase additional building materials or household necessities. “That can be used to buy additional building materials. This is what is returned to the people. We can do this without corruption and with good breakthroughs for the country,” he said. On that occasion, the Minister also mentioned that 2,060 BSPS units have been allocated for Sumedang in 2026 across 187 villages in 26 sub-districts, a significant increase from around 300 units the previous year. He said the BSPS programme not only improves the quality of houses for low-income residents but also stimulates the local economy through the involvement of builders, facilitators, transport drivers, food stalls, MSMEs, and building material shops. “This house renovation programme in the era of President Prabowo Subianto in Sumedang is the largest in history. This programme mobilises various elements of society, from material suppliers to construction workers and building material shops. We ensure there are no illegal levies; if there are, viralise the photo or video and report it,” he said. Meanwhile, Sumedang Regent Dony Ahmad Munir said the local government is integrating the BSPS programme with job training through the Job Training Centre (BLK), access to Regional People’s Business Credit (Kurda), educational facilitation for beneficiaries’ children, and BPJS Health and BPJS Employment membership to improve family welfare. “It is not just about repairing houses but also solving problems at their roots. We have socialised to BSPS recipients that they can access Kurda. The interest rate is only 3 per cent per year at Bank Sumedang and the absorption has reached Rp8 billion. So, the house is fixed, and income increases,” he said. He added that the integration of various programmes is expected to increase the income of beneficiary families while strengthening the local government’s efforts to break the chain of poverty sustainably.
