Minister of State Apparatus Empowerment and Bureaucratic Reform Rini Widyantini has announced that the work from home (WFH) or flexible working arrangement (FWA) policy for civil servants (ASN) will be continued. The decision was conveyed following the end of the implementation of the circular on the once-a-week WFH policy as of 21 July 2026.

“For the time being, it will continue, and we are also providing input on the effectiveness of each agency in implementing FWA or WFH,” Rini said at the Ministry of State Apparatus Empowerment and Bureaucratic Reform office in Jakarta on Friday, 24 July 2026.

Rini stated that from now on, the once-a-week WFH policy will apply indefinitely. According to her, the policy can essentially be implemented by every agency even without an extension circular from the ministry.

She mentioned that the ministry will not issue a follow-up circular. The legal basis for WFH implementation is already regulated in Presidential Regulation Number 21 of 2023 and Minister of PANRB Regulation Number 4 of 2025. “Government agencies can actually already implement flexible working arrangements. The legal basis is strong enough, so there is no need for too many more circulars,” Rini said.

Rini claimed that during the simultaneous WFH implementation over the past four months, the government found no disruption to ASN performance or public services. Interim evaluations suggest that employee productivity was maintained and public services ran normally.

However, Rini acknowledged that not all agencies have been disciplined in submitting monthly reports. “So I urge government agencies to regularly submit evaluations to the government,” she said.

Going forward, Rini said the government is considering having the weekly WFH reports submitted every two months. Regional governments will report to the Minister of Home Affairs, while central government agencies will report to the Ministry of PANRB using the same reporting instrument.

The once-a-week WFH policy for ASN has been in effect since 1 April 2026. The policy was intended as a fuel-saving measure amid global oil price volatility due to the war between the United States and Israel against Iran in the Middle East. Additionally, the policy aims to promote digital-based governance.
