Minister Confirms Notary Transfer Fee Hike to Jakarta Set at IDR 500 Million After Public Review
The move is purely intended to ensure there are no further levies beyond those that must genuinely be paid to the state.
Jakarta (ANTARA) - Minister of Law Supratman Andi Agtas has affirmed that the increase in the Non-Tax State Revenue (PNBP) fee for notaries wishing to transfer to the Jakarta working area, now set at Rp500 million, has gone through a public consultation process.
“This is purely so that there are no longer any levies other than those that must genuinely be paid to the state,” said Supratman, who participated online in the Pasti Ada Solusi event in Jakarta on Friday.
According to him, the PNBP fee increase also took into consideration the aim of ensuring that the distribution of notaries is not centred solely on Jakarta.
This, he continued, is because the Ministry of Law is currently carrying out a digital transformation to make public services easier.
“By entering applications in a digital format, I can access them directly and follow their progress in the days to come,” he said.
However, regarding whether a transfer is approved or not, the Law Minister said his side has given full authority to the Indonesian Notaries Association (INI) to carry out the selection.
He stressed that the Ministry of Law (Kemenkum) is only authorised to select new notary candidates, not existing notaries applying for a transfer.
Nevertheless, the Law Minister believes that the approval or rejection of notary transfer applications has been considered on the basis of humanitarian grounds.
Therefore, he hopes that the Directorate General of General Legal Administration (Ditjen AHU) of the Ministry of Law, together with INI, can transparently disclose the quotas for each region.
Furthermore, Supratman also asked Ditjen AHU to provide sufficient time so that INI, from its regional and provincial boards to its central leadership, can have time to issue recommendations for notaries requesting a transfer.
“This is a profession, this is the choice of all our notary colleagues. Be assured and trust that what we are doing is solely to uphold the honour and dignity of you all,” said the Law Minister.
The policy on the increased PNBP fee for notary transfers is regulated under Government Regulation (PP) Number 30 of 2026 concerning Types and Tariffs on Non-Tax State Revenue Applicable to the Ministry of Law, which was recently issued.
Under the preceding regulation, PP Number 45 of 2024, the PNBP fee for transferring a notary’s area of office to any region generally did not exceed Rp100 million.
