Minister Bahlil forms team to draft Problem Inventory List for Oil and Gas Bill
Jakarta (ANTARA) - The Minister of Energy and Mineral Resources (ESDM), Bahlil Lahadalia, has announced the formation of a cross-ministerial team to compile the Problem Inventory List (DIM) for the discussion of the Oil and Gas Bill (RUU Migas).
“As the coordinator from the Ministry of Energy and Mineral Resources, we will be forming a cross-ministerial team. I have already issued the official letter. Following this, we will hold meetings to draft the DIM,” Bahlil stated during a blood donation event organised by the Directorate General of Mineral Resources in Jakarta on Monday.
Bahlil noted that the Oil and Gas Bill is an initiative of the House of Representatives (DPR). Consequently, he explained, the responsibility of the executive branch is to formulate the DIM.
However, Bahlil was not yet able to disclose the specific contents of the DIM for the Oil and Gas Bill.
During the event, Bahlil emphasised that the Special Oil and Gas Business Body (BUK Migas) will operate under the direct responsibility of President Prabowo Subianto.
He continued that BUK Migas serves as a vital instrument to increase oil lifting and business certainty, ensuring that Production Contractors (KKKS) or entrepreneurs in the upstream oil and gas sector can obtain permits without unnecessary bureaucracy.
“The technical ministers appointed by the President will coordinate technical matters under the President’s orders,” Bahlil said.
This flexibility includes aspects related to oil and gas management cooperation schemes, including cost recovery mechanisms and other forms of partnership deemed beneficial for both the government and the private sector.
Bahlability emphasised that he could not yet explain in detail whether BUK Migas would replace or restructure the existing Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas).
“I cannot answer that far yet, but I can say that this special business body will be under the direct responsibility of the President,” he added.
