Minister Bahlil Confident Mining and Energy Sector PNBP Will Exceed Target

Energy and Mineral Resources (ESDM) Minister Bahlil Lahadalia has guaranteed that non-tax state revenue (PNBP) from the mineral and coal (minerba) and oil and gas (migas) sectors will exceed the set target.

“PNBP from the minerba and migas sectors at the end of the year will definitely be more than 100 percent. I assure you it will definitely be higher,” Bahlil said in Jakarta on Tuesday, 11 August 2026.

As of July, PNBP at the Ministry of Energy and Mineral Resources had reached Rp 96.26 trillion, or 70.69 percent of the 2026 target of Rp 136.18 trillion.

According to him, the Ministry of Finance and the Ministry of Energy and Mineral Resources have a close working relationship, with ESDM strengthening the PNBP sector.

“These are two ministries that have a close working relationship — I am on the PNBP side, and Minister Purbaya is on the revenue enhancement side,” he said.

On the same occasion, Finance Minister Purbaya Yudhi Sadewa also encouraged PNBP from the Ministry of Energy and Mineral Resources to be realised at more than 100 percent.

“We should push for more, Mr Bahlil, it can be more than 100 percent,” Purbaya said.

He said tax revenue realisation up to 31 July 2026 grew by 23 percent, a figure considered relatively safe.

“So it is still relatively safe, growth is more than 23 percent,” he said.

Data from the Ministry of Finance shows that state revenue realisation up to 30 June reached Rp 1,459.4 trillion, or 46.3 percent of the 2026 state budget target. This achievement grew strongly by 21.4 percent compared with the same period last year.

This performance was mainly driven by tax revenue reaching Rp 1,035.7 trillion with growth of 24.6 percent year-on-year, customs and excise revenue of Rp 152.0 trillion growing 3.4 percent year-on-year, and PNBP of Rp 271.0 trillion also growing 21.6 percent year-on-year.
