Minister ATR urges integration of land and tax data in NTT to boost local revenue
The integration of the Land Plot Identification Number (NIB) with the Tax Object Number (NOP) will produce more accurate land data, thereby significantly increasing potential regional revenue.
Kupang, NTT (ANTARA) — Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (BPN) Nusron Wahid is pushing for the integration of land registration and taxation data in East Nusa Tenggara (NTT) to optimise regional own-source revenue (PAD) from the Land and Building Tax (PBB) sector.
“Integrating the Land Plot Identification Number (NIB) with the Tax Object Number (NOP) will produce more accurate land data, so the potential for regional revenue can increase significantly,” said Nusron Wahid after a Coordination Meeting on Land Policy and Spatial Planning Programmes for NTT Province in Kupang on Tuesday.
According to him, aligning the two databases has the potential to increase PAD from the PBB sector without having to raise tax rates.
He stressed that land and spatial planning services form part of public services that must provide legal certainty, investment convenience, and tangible benefits for both the community and regional governments.
“We are also pushing for the acceleration of housing certification for low-income communities (MBR) and free certification of land belonging to places of worship. To date, only around 42 per cent of places of worship in NTT have been certified, so support from regional governments is needed to ensure all religious assets obtain legal certainty,” he said.
Minister Nusron also asked regional governments to inventory and accelerate the certification of all government-owned assets, including schools, places of worship, and other public facilities.
According to him, legal certainty over these assets is important to prevent disputes and seizure by other parties.
He expressed hope that the accelerated certification can be completed by the end of 2026, making it a “Christmas gift” for regional governments and the people of NTT.
Meanwhile, NTT Governor Melki Laka Lena said the provincial government continues to expedite the completion of spatial planning documents together with district and municipal governments.
“We appreciate the Ministry of ATR/BPN, which continues to support the provincial and district/municipal governments in accelerating the completion of RTRW and RDTR, aligning paddy field and forest area data, and integrating spatial planning with the digital-based licensing system,” he said.
He explained that to date, 13 districts have enacted Regional Regulations on Spatial Plans (RTRW), while nine others are in the process of revision.
In addition, 20 Detailed Spatial Plans (RDTR) for urban areas have been integrated with the Online Single Submission (OSS) system to provide legal certainty, speed up licensing services, and enhance investment competitiveness.
