Minister Ara to Request BPK Audit of Adhi Karya Subsidiary, Why?

Minister of Housing and Settlement (PKP) Maruarar Sirait plans to propose that the Supreme Audit Agency (BPK) conduct an investigative audit of PT Adhi Commuter Properti Tbk (ADCP), a subsidiary of PT Adhi Karya (Persero). The move came after ADCP directors revealed the company’s negative cash flow condition, which was deemed to complicate the refund process for consumers.

The statement was made by Maruarar while receiving an audience with dozens of LRT City project consumers who claimed to have been disadvantaged because the units they purchased had not been handed over. During the meeting, consumers from various LRT City projects asked the government to assist with the full refund process.

ADCP President Director Indra Syahruzza Nasution acknowledged the company’s financial condition was under pressure. “Looking at the condition, I have only studied it for two weeks, so in terms of financial performance, ADCP’s liquidity is currently very poor. So, if you want a refund, it seems rather difficult given the current condition,” Indra told Ara during the audience at the PKP Ministry Office in Jakarta on Friday (24/7/2026). When asked by Maruarar, who is familiarly known as Ara, about the company’s cash flow condition, Indra replied, “The cash flow is negative.” He added that as of June 2026, ADCP’s operational cash flow was recorded at a deficit of approximately Rp900 million.

Upon hearing this explanation, Maruarar immediately stated he would request the BPK to conduct an investigative audit of ADCP. “Okay, I think this is Adhi Karya. I happen to be meeting with the BPK tonight at 8 o’clock. I will ask, let them just be audited, if necessary, an investigative audit. I will just propose it; I think I can propose it as a minister. So that we have a clear database, clear data,” said Maruarar. According to him, an investigative audit is necessary so that the government has a complete picture of the company’s condition, including the causes of the difficulty in issuing refunds to consumers.

During the audience, consumer representatives revealed various problems they experienced. Ajeng, a consumer of LRT City Tebet, claimed she had to bear pressure from the bank after stopping her instalments because the project was never built. “Since it was never completed, I finally decided not to continue my payments. Because I saw that what was promised had no progress at all. Even when I visited the location, the construction had completely stopped,” Ajeng complained to Ara. She admitted that debt collectors from the bank later visited her workplace. “I ended up being chased. Yes, like that, I was even chased to my office. It was very embarrassing, and now my OJK SLIK score is 5,” she said.

Meanwhile, a consumer of LRT City Ciracas said he had been waiting for his unit since signing the Sale and Purchase Binding Agreement (PPJB) in 2019. To date, the promised unit has not been received. “I signed the PPJB in 2019 and until 2026, about 7 years now, I have not received my right to my unit. So the definite step is that we are requesting a full refund for all the costs we have incurred,” said the consumer. Similarly, Adityo, a representative of LRT City Cibubur consumers, complained about the difficulty of communicating with ADCP and requested the PKP Ministry’s assistance with the refund process. “We have actually agreed to request a refund from ADCP. What we are disappointed about is, firstly, ADCP is very difficult to contact. Secondly, when our colleague went to the ADCP head office, it was empty and only met by a security guard… we ask for help from the Minister and the PKP Ministry so this can be assisted,” said Adityo.

Ara stressed that the government would map out all the problems faced by consumers, including the possibility of criminal elements in the case. He also ordered his staff to coordinate with the prosecutor’s office to examine possible legal violations. “If there are legal elements, those responsible must be held accountable. No compromise. I do not want to play games with the people’s fate. If anyone wants to play games, we will enforce the law to the fullest extent,” Ara asserted.
