Minister Ara Outlines Progress Towards 2 Million Home Renovation Target by 2027
The Ministry of Housing and Residential Areas (PKP) is striving to increase the allocation for the Self-Help Housing Stimulant Assistance (BSPS) programme, also known as home renovation, to 2 million units by 2027. Currently, the available allocation is only around 311,000 units.
Meanwhile, the implementation of the 2026 BSPS programme is being accelerated. From an initial target of 400,000 units, 336,176 units have completed factual verification. However, only 188,356 units, or 56%, have been recommended for the programme.
Minister of PKP Maruarar Sirait stated that BSPS is one of the government’s flagship programmes because it is highly needed by the community and can stimulate economic activity.
“We are evaluating the BSPS programme. This flagship programme is truly needed by the people, benefits the people, and drives the economy,” Maruarar said when met at his office in Jakarta on Friday (11/9/2026).
Maruarar, affectionately known as Ara, noted that several regions, such as Gorontalo, Bangka Belitung, and Bali, have performed well in BSPS implementation. However, some areas, including Jakarta and Papua, require improvements regarding verification success rates.
“There are several regions that need improvement, such as Jakarta and Papua; the verification success must be improved. If additional human resources are needed, we will prepare them. If there are outdated regulations that slow things down, we will reduce them,” he said.
Ara emphasised that improvements to the programme’s implementation must still follow the law.
“But everything must be consulted with the BPK, BPKP, and also with law enforcement agencies, namely the police, prosecutors, and the KPK. This is to ensure everything is correct and complies with the rules. The intention is good, so the methods must also be good,” he added.
Progress of 2026 Home Renovations
The Secretary-General of the Ministry of PKP, Didyk Choirolem, stated that BSPS receives special attention as it accounts for 81% of the entire Ministry of PKP budget.
“We have taken steps towards acceleration, facilitation, and relaxation, and the target is to accelerate this in the final three and a half months of 2026. We are optimistic that with these strategies, we will be able to optimally achieve the absorption of 400,000 BSPS home renovations,” said Didyk.
According to reports from the Ministry of PKP as of 11 September 2026, of the 336,176 units that have completed verification, 188,356 units (56%) have been recommended, while 147,820 units (44%) have not yet been recommended.
Regarding physical progress, 85,649 units are in the 0%-30% construction stage, 33,310 units have reached 30% to less than 100%, and 23,741 units have been 100% completed.
The Director of Residential Area Development at the Ministry of PKP, Anggoro Putro, stated that out of 34 provinces, Southeast Sulawesi recorded the highest verification success rate at 71.44%, followed by South Sulawesi at 67.68% and Central Kalimantan at 66%.
Meanwhile, the verification success rate in DKI Jakarta has now reached approximately 22%, an increase from its previous level of below 10%.
Anggoro noted that this increase was driven, in part, by the simplification of requirements through PKP Ministerial Regulation Number 6 of 2026.
“The most significant change is the requirement for occupying the house; previously, the period for uninhabitable houses was 3 years, now it is 1 year. Additionally, the time limit for not receiving assistance has been reduced from 10 years to 5 years,” explained Anggoro.
Furthermore, proof of land ownership has been simplified. Residents can now use a certificate or a statement of occupancy authorised by the sub-district head (Lurah) or village head.
Target of 2 Million Units in 2027
The Secretary of the Directorate General of Residential Areas at the Ministry of PKP, Musrifah, stated that the government currently only has an allocation of approximately 311,000 units for next year. However, the Ministry of PKP is still working to increase this to 2 million units.
“For 2027, it is true that currently only 311,000 units have been allocated, but we are striving to propose up to 2 million units. This is based on the roadmap target we must pursue in accordance with the 2025-2029 National Medium-Term Development Plan (RPJMN),” Musrifah explained.
She added that one of the current obstacles in implementing BSPS is the lack of community assistance personnel. The government continues to push for the acceleration of the verification process through local governments and a central command centre.
